Director of Proposal Development (Contract) - Remote

Engagement: 1099 contract, hybrid hourly + win bonus. Comp: $100-200/hr engaged + 3-5% of awarded contract value as win bonus. Location: Fully remote, USA. Reports to: Founder + CEO.

About The Wilkinson Firm

TWF serves three divisions: HR Advisory (behavioral health, mental health, human services), Premium Hospitality and Event Staffing, and emerging Government Contracting. State and commercial RFPs across all three are a meaningful revenue stream we are not pursuing systematically yet. We need a Director of Proposal Development to own the bid-no-bid decision, response coordination, and submission compliance for state HHS contracts, behavioral health authority bids, hospitality MSAs, and healthcare system HR services RFPs.

Who we want

Proposal and bid managers with services industry background. 8+ years experience. APMP credential preferred. You know how to read a 200-page RFP, build a compliance matrix in 4 hours, and orchestrate SME input across 6 contributors with conflicting calendars. State HHS or behavioral health contracting experience strongly preferred.

What you would do

• Identify and qualify state and commercial RFPs across all three TWF divisions
• Bid-no-bid analysis with TWF leadership
• Full proposal lifecycle: kickoff, compliance matrix, schedule, color reviews, production, submission
• Coordinate SME input across TWF Founding Partners and consultants
• Build TWF's response library (past performance, key personnel, technical narratives, pricing structures)
• Post-submission tracking and debrief capture

Compensation

$0 base. $100-200/hr engaged. 3-5% of awarded contract value as win bonus, paid on award.
