About the Role
A growing civil and construction team is seeking a Quantity Surveyor / Project Manager to take full ownership of project cost management and delivery. This dual-role position involves both quantity surveying responsibilities and active project managementfrom tender to close-outensuring all goals, standards, and quality benchmarks are met efficiently and within budget.
You will work closely with the operations team and clients, balancing detailed cost estimation and reporting with real-time site coordination, contract administration, and proactive project oversight.
Key Responsibilities
Project Management
- Prepare tender and contract documents in collaboration with engineers and clients
Develop and implement project execution strategies

Manage project scope, schedules, budgets, and resources

Identify and mitigate project risks

Liaise with clients, subcontractors, and consultants to ensure on-time, in-budget delivery

Ensure projects meet statutory and safety regulations

Lead stakeholder communications and address claims or disputes
Quantity Surveying & Cost Control

Conduct feasibility studies and cost analysis

Prepare detailed cost estimates and budgets
- Monitor, control, and report on project costs and financial progress

Manage and negotiate contracts

Process valuations and arrange timely payments

Support tender costing and pricing reviews

Ensure cost-effectiveness and value engineering across projects
General & Administrative

Conduct site visits for measurement and project review

Compile detailed progress and audit reports
- Support the development and implementation of internal processes
- Stay up to date with industry standards and regulatory requirements
- Promote quality control measures and continual improvement initiatives
Requirements
Qualifications & Experience:
- Bachelors degree in Quantity Surveying or Construction Management
- Minimum 5 years post-graduation experience in a similar QS/PM role
- Proven operational experience in construction or civil projects
- Strong planning and programming experience (MS Projects or similar)
Technical Proficiency:
- High proficiency in MS Office (Word, Excel, PowerPoint, Outlook)
- Familiarity with ISO Work Instructions and contract administration

Clear reporting and documentation skills
- Understanding of health & safety, legal compliance, and quality frameworks
Soft Skills:
- Logical, proactive, and detail-oriented with a solutions-driven mindset
- Able to handle pressure and meet deadlines across multiple projects
- Excellent communication and negotiation skills (bilingual preferred)
