HSES - Health, Safety, Environment, and Security
Job Description:
We are seeking a dedicated and skilled HSES (Health, Safety, Environment, and Security) Specialist to join our construction team. The HSES Specialist will be responsible for managing and overseeing the health, safety, environmental, and security aspects of construction projects. This role is vital in ensuring compliance with safety regulations, promoting a culture of safety, and mitigating risks on construction sites. The ideal candidate will have extensive knowledge of construction safety protocols, environmental regulations, and security best practices.
Key Responsibilities:
Health & Safety Compliance:
o Develop, implement, and enforce health and safety policies, procedures, and practices for all phases of construction.
o Conduct regular safety inspections and audits on construction sites to identify hazards and ensure compliance with OSHA, local, state, and federal regulations.
o Oversee the preparation and submission of required safety documentation, including safety plans, reports, and incident records.
o Provide guidance on hazard identification, risk assessment, and mitigation strategies to minimize accidents, injuries, and illnesses.
o Ensure that proper personal protective equipment (PPE) is provided, used, and maintained by all personnel.
o Investigate workplace incidents, accidents, and near-misses, identifying root causes and ensuring corrective measures are implemented.
o Conduct safety training and tool-box talks on construction-related risks, safe work practices, and emergency procedures.
Environmental Compliance:
o Ensure that construction activities comply with environmental laws and regulations, including waste disposal, stormwater management, and pollution prevention.
o Develop and enforce environmental protection plans that address issues such as erosion control, hazardous materials handling, and resource conservation.
o Monitor construction site conditions for potential environmental hazards and take action to mitigate any risks.
Security Oversight:
o Oversee security protocols to protect the construction site, materials, and equipment from theft, vandalism, or unauthorized access.
o Collaborate with local authorities or security providers to manage and address security concerns.
o Ensure that site personnel are aware of security procedures and are trained in emergency response and evacuation protocols.
Training and Development:
o Conduct regular safety orientations and training sessions for all construction workers, subcontractors, and visitors.
o Promote the development of a safety-conscious work culture through continuous education, incentives, and recognition programs.
o Provide safety leadership and coaching for on-site teams, ensuring that safety protocols are followed at all times.
Emergency Response and Incident Management:
o Lead emergency response planning and ensure that the site is prepared for various emergency situations, including fires, medical emergencies, and natural disasters.
o Coordinate emergency drills, including evacuation procedures and first aid/CPR training.
o Provide leadership during accidents or emergency situations, ensuring a rapid and effective response.
Reporting and Documentation:
o Maintain accurate records of safety inspections, incident reports, environmental assessments, and compliance audits.
o Prepare and present regular safety performance reports to management and stakeholders.
o Assist with regulatory reporting and ensure that all required documentation is filed on time.
Qualifications and Experience:
Masters degree in Occupational Safety, Environmental Science, Construction Management, or a related field.
Certification in HSES-related fields (e.g., NEBOSH, OSHA 30-Hour Construction, First Aid/CPR, etc.) is strongly preferred.
Minimum of 3-5 years of experience in health, safety, environmental, and security management in the construction industry.
In-depth knowledge of construction safety standards and regulatory requirements (OSHA, EPA, etc.).
Strong understanding of environmental compliance issues, including waste management, stormwater control, and air quality regulations.
Experience in managing security systems and protocols on construction sites.
Ability to conduct risk assessments, audits, and inspections and recommend effective corrective actions.
Strong leadership, communication, and organizational skills.
Proficiency in safety management software and Microsoft Office Suite (Word, Excel, PowerPoint).
