Job Summary
The Procurement Manager is responsible for supporting and leading the commercial function across real estate development and construction projects, ensuring that commercial interests are effectively managed and optimized.

The role focuses on contracts, cost control, tendering, and financial performance, ensuring projects are delivered within budget while maximizing profitability. The position works closely with project teams, contractors, and stakeholders to identify opportunities, mitigate risks, and improve commercial outcomes.

Key Responsibilities

Commercial Strategy & Performance

  • Support the development and implementation of commercial strategies to drive profitability and project performance.
  • Monitor project financials, identifying opportunities for margin improvement and cost optimization.
  • Track and report on key commercial KPIs, including cost vs budget, cash flow, and profitability.

Contracts & Commercial Administration

  • Manage the full contract lifecycle including drafting, negotiation, administration, and close-out.
  • Ensure compliance with construction contracts (FIDIC preferred) and Albanian regulations.
  • Take ownership of contract documents post-award and ensure proper execution.

Tendering & Procurement

  • Lead and support tendering, bidding, and procurement processes.
  • Review BOQs, pricing strategies, and commercial proposals.
  • Coordinate with procurement teams to secure best value from subcontractors and suppliers.
  • Validate post-award costs and identify savings opportunities vs tendered amounts.

Cost Control & Commercial Reporting

  • Develop and manage project budgets and cost plans aligned with tender values.
  • Conduct cost value reconciliation (CVR), cost-to-complete analysis, and profitability forecasting.
  • Monitor expenditures and ensure alignment with approved budgets.

Claims, Variations & Payments

  • Manage and track variations, change orders, and claims to improve project margins.
  • Ensure timely submission and agreement of payment applications to improve cash flow.
  • Coordinate with project teams and consultants to ensure monthly valuations are completed efficiently.

Project Commercial Management

  • Work closely with Project Managers to control preliminaries, project overheads, labor, materials, and plant costs.
  • Lead the Quantity Surveying function, ensuring accurate measurement and valuations.
  • Monitor daily and monthly budget vs actual performance to avoid overruns.

Stakeholder Management

  • Communicate and negotiate with clients and consultants, contractors and subcontractors, and internal departments (Procurement, Finance, Projects).
  • Build strong relationships to ensure smooth project delivery and favorable commercial outcomes.

Process Improvement & Governance

  • Identify areas of improvement in commercial processes and IMS procedures.
  • Enhance efficiency in tendering, reporting, and contract management.
  • Ensure compliance with company policies and commercial governance frameworks.

HSE & Compliance

  • Ensure all commercial activities align with HSE policies and local regulatory requirements.
  • Support safety initiatives across project sites.

Job Knowledge & Skills

  • Strong expertise in quantity surveying, cost management, construction contracts (FIDIC), and tendering and procurement processes.
  • Solid understanding of the real estate development lifecycle, cost control, and value engineering.
  • Strong financial and analytical skills.
  • Excellent negotiation and communication capabilities.
  • Advanced proficiency in MS Office (Excel is critical), cost management tools (e.g., Candy/CCS), and ERP systems (SAP preferred).

Job Experience

  • Minimum 8–12 years of experience, with at least 5+ years in a commercial or QS leadership role.
  • Experience within real estate developers or construction companies and large-scale or mixed-use projects.
  • Experience in Albania or the Western Balkans is preferred.

Education

  • Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or related field.
  • Professional certifications (e.g., MRICS) are an advantage.
