The Headhunter LTD Albania, daughter company of The Headhunter Group, for its prestigious client operating in the field of Construction, is looking for a Quantity Surveyor & Cost Controller.

About the role

We are looking for an experienced and analytical Quantity Surveyor & Cost Controller to take full ownership of project cost management across the entire project lifecycle. In this role, you will be responsible for planning, developing, controlling, and forecasting project budgets, conducting cost/benefit analyses, and ensuring that all projects are delivered on time and within budget in a dynamic construction environment.

Key Responsibilities

  • Evaluate projects and conduct cost/benefit analyses to support informed decision-making
  • Conduct feasibility studies (technical and commercial), assess capital costs, and evaluate the viability of new projects using modern evaluation techniques
  • Lead and develop the Estimating team to achieve company and individual objectives
  • Plan, direct, budget, schedule, monitor, control, and report on multiple projects simultaneously
  • Identify critical areas and proactively inform management of any risks of delay or cost overrun
  • Control and monitor total project expenditure, including verification and checking of invoices and claims from suppliers, vendors, and subcontractors
  • Provide planning and cost controlling support across all projects, including variation reporting, milestone progress monitoring, and support to the internal sales team on billing processes
  • Prepare and present monthly project costing reports to the team and management to ensure expenditures remain within budget
  • Build budget awareness and contribute to the management process within a multicultural environment, identifying critical activities and advising corrective action to avoid slippage
  • Evaluate received quotations and confirm that financial specifications align with technical and project requirements
  • Continuously monitor and report on ongoing work situations, including balance sheet updates
  • Manage all project costs and develop, establish, and maintain cost framework processes, systems, and controls
  • Report on all costs through communication of Anticipated Final Costs (AFC)
  • Forecast and update financial Capex projections throughout the year
  • Establish baseline cost plans and budgets for all assigned projects
  • Ensure Quality Assurance on project delivery using appropriate methodologies, techniques, and processes throughout the entire project lifecycle
  • Administer Project Control systems
  • Support project planning, costing, risk assessment, and financial planning and reporting
  • Ensure projects are delivered to budget and in compliance with all applicable codes, legal, and specific project requirements
  • Report to stakeholders at project level and communicate planning standards across relevant departments and into the subcontract organisation
  • Manage and analyse project risks, advising on mitigation strategies as required

Qualifications & Experience

  • Bachelor's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field
  • Minimum 5 years of experience in quantity surveying, cost control, or a similar role within the construction industry
  • Proven experience managing project budgets, forecasting, and cost reporting across multiple concurrent projects
  • Strong knowledge of construction contracts, procurement processes, and supplier/subcontractor management
  • Experience conducting feasibility studies and cost/benefit analyses
  • Excellent analytical, numerical, and problem-solving skills with a high level of attention to detail
  • Strong leadership skills with experience managing or mentoring estimating teams
  • Excellent communication skills, with the ability to report to and engage stakeholders at all levels
  • Ability to work effectively in a multicultural and fast-paced environment
  • Proficiency in MS Office (Excel, Project); experience with cost management or ERP software is a strong advantage
  • Good command of English
