GOR Group is partnering with an innovative client in the modular construction and mission-critical infrastructure industry to identify a Director of Preconstruction & Commercial Services (Quantity Surveying Lead).

This strategic leadership role is responsible for driving all preconstruction and commercial activities from initial customer engagement through project handoff. The successful candidate will lead conceptual estimating, proposal development, procurement planning, commercial risk management, and project readiness while collaborating with Business Development, Engineering, Manufacturing, Procurement, Finance, and Operations.

What You'll Do

Lead Preconstruction

• Direct all preconstruction activities from project pursuit through execution handoff.
• Develop commercial strategies that balance scope, schedule, risk, and profitability.
• Serve as the commercial lead during customer pursuits and project planning.

Estimating & Commercial Management

• Develop conceptual estimates, ROM budgets, pricing models, and cost analyses.
• Maintain estimating databases for labor, materials, manufacturing, logistics, equipment, and installation.
• Lead RFP/RFQ reviews and support proposal development, pricing strategy, and contract negotiations.
• Identify project risks and recommend value engineering opportunities.

Procurement & Project Readiness

• Coordinate procurement strategies, vendor pricing, and long-lead equipment planning.
• Lead cross-functional project readiness reviews with Engineering, Manufacturing, Procurement, Finance, Operations, and Legal.
• Develop project budgets and ensure seamless turnover to Project Delivery.

Process & Systems

• Administer Procore during preconstruction, including project setup, budgeting, document control, workflows, and turnover documentation.
• Continuously improve estimating tools, cost databases, and commercial processes.

What You Bring

• 7+ years of experience in Preconstruction, Estimating, Quantity Surveying, Commercial Management, or Construction Management.
• Experience developing conceptual estimates and managing complex project budgets.
• Strong knowledge of procurement planning, contract development, and commercial negotiations.
• Proficiency with Procore and estimating methodologies.
• Excellent analytical, communication, and organizational skills.
• Ability to lead multiple pursuits in a fast-paced environment.
