GATI Foundation is a non-profit dedicated to advancing global labor mobility and positioning India as a leader in skilled overseas employment through ethical and structured circular mobility while empowering local talent. We are dedicated to solving the structural barriers in overseas mobility by serving as an ecosystem enabler bringing together governments, businesses, and non-profits to create an enabling environment for circular mobility.

Our priority areas include developing high-impact overseas mobility corridors, aligning accreditation of prospective Indian workers to global standards for key job roles and destinations, unlocking financial support for workers, and strengthening worker welfare and protection. By facilitating international mobility pathways through strategic public-private partnerships, GATI aims to enable seamless and responsible mobility, driving both individual prosperity and national economic growth.

Role Overview

We are seeking a Senior Program Manager to lead GATI’s engagement with the Ministry of Skill Development & Entrepreneurship. The candidate will be expected to work closely with ministry officials and help design and support campaigns and mobilization programs that promote overseas mobility pathways. The role benefits from prior experience in working with government systems, skilling institutions, and community networks, along with an ability to design and execute structured outreach programs.The individual would be expected to work closely with senior stakeholders across government, helping design clear execution pathways, employing strong reasoning and analytical skills.

This is an opportunity for a professional with 4-7 years' experience who would be keen to contribute to India’s position as a trusted global mobility partner. We are looking for individuals who are passionate about building sustainable livelihoods and creating opportunities for all.

You would be expected to work closely with the central GATI team to ensure timely delivery of updates.

Key Responsibilities

  • Collaborate with central ministries, national agencies, and state governments to conceptualize and drive talent mobilization initiatives with pan-India reach
  • Strategically map regional and sectoral talent pools nationwide, linking them to overseas employment opportunities
  • Design creative, culturally resonant campaigns that inspire youth and families to see overseas mobility as an aspirational pathway.
  • Introduce and pilot innovative skilling models, integrating international standards and future-oriented competencies; spearhead scaling of best practices nationwide
  • Track progress, share learnings, and help scale successful models across states.
  • Coordinate with private, non-government, and other stakeholders for driving programs
  • Coordinate with a diverse set of stakeholdersincluding ministries, skill councils, global partners, industry bodies, and non-profit organizationsto drive national skilling programs and facilitate global mobility
  • Lead inter-ministerial coordination efforts to develop national strategies for skilling and mobility, present insights to policymakers, and drive adoption of policy innovations at scale

Mentor and guide junior team members and state collaboration teams; oversee performance and capacity building

Candidate Profile

4-7 years’ experience in government partnerships, development sector programs, livelihoods, or skilling initiatives.
Proven ability to navigate central government structures, national agencies, and multi-state partnerships
Strong strategic orientation, policy analysis, and communication skills; capacity to thrive in policy or programmatic environments with national and international stakeholders
Demonstrated entrepreneurial approach, and pro-active work planning at scale
