The world is facing a severe labor shortage. High-income countries are projected to experience a cumulative workforce gap of 4050 million people by 2030, expanding to 120160 million by 2040. This shortfall spans several sectors, including healthcare, education, and industrial labor.
Meanwhile, Indias migrants generate over $129 billion in remittances annuallyequivalent to 3% of GDP surpassing any single sector of Indias merchandise exports. Yet, while migrants constitute about 1.3% of Indias population, this share is significantly lower than comparable countries like Mexico, the Philippines, or Bangladesh, pointing to untapped potential.
The Global Access to Talent from India (GATI) Foundation is a non-profit dedicated to advancing global labor mobility and positioning India as a leader in skilled overseas employment through ethical, structured, and circular migration. By bringing together governments, businesses, and civil society, GATI aims to address structural barriersincluding visa restrictions, accreditation hurdles, and financial constraintsand enable seamless, responsible migration.
Our priority areas include building high-impact migration corridorrs, aligning worker accreditation with global standards, unlocking financial access, and strengthening worker welfare. Through strategic interventions, GATI seeks to drive prosperity for workers, their families, and Indias economy.
Within GATI, we organize ourselves in three functional verticals:
1. Program Solutions & Design (centrally-led)
2. Partnerships & Network Engagement (centrally-led)
3. Program Management Units (state-led)
We are looking for a Senior Program Associate to be a part of the Program Solutions & Design team, a team that works on conducting in-depth & dipstick research and designing implementable solutions on key areas that affect GATIs operations and impact across the board.

Key Responsibilities
1. Engage in dipstick secondary and primary research to diagnose binding constraints in issue areas and develop initial hypotheses around opportunities for impact. (e.g. What are constraints, if solved for, can unlock high ROI in that sector)
2. Translate research insights and hypotheses into the design of scalable pilots (e.g., financing models, language training programs), and oversee their testing and refinement for broader
implementation.
3. Oversee the creation of knowledge material across priority areas through in-depth study, identifying potential partners, developing terms of reference, and managing projects to their completion.
4. Leverage research insights into effective communication strategies across channels such as social media and press, and support dissemination efforts through workshops, roundtables, or events where relevant.
Required Qualifications, Skills and Abilities
- Undergraduate or masters degrees from top tier institutions. While there is no preference for a particular major or specialisation, we expect to see a high degree of intellectual curiosity and sophistication.
- 2 to 4 years of work experience in a consulting or challenging/ high growth environment.
- Excellent analytical, critical thinking and problem-solving skills.
- Solid planning and organisational skills with high attention to detail, accuracy, protocol and deadline.
- Excellent writing ability that is clear, concise and analytic in style.
- Excellent communication, interpersonal, and stakeholder-facing skills including solid presentation and facilitation skills.
- High level of flexibility and responsiveness with the ability to shift priorities quickly and as organisational demands require.
- Although not a determining criterion, candidates are encouraged to indicate any prior experience related to Germany or Japan (such as language proficiency, lived experience, or professional engagement).
