Background
The world is facing a severe labor shortage. High-income countries are projected to experience a cumulative workforce gap of 40-50 million people by 2030, expanding to 120-160 million by 2040. This shortfall spans several sectors, including healthcare, education, and industrial labor.
Meanwhile, India's migrants are one of its biggest exports, generating $125 billion in remittances annuallyequivalent to 3% of India's GDP. This figure surpasses any single sector of India's merchandise exports. Yet, while migrants constitute about 1.3% of Indias population, this is substantially lower than other developing countries like Mexico, the Philippines, or Bangladesh, signaling untapped potential. The developmental impact of remittances is also higher than that of an equivalent amount in goods exports. A study reveals that a 10% rise in remittances reduces poverty by 3.5%, highlighting the potential for economic upliftment through strategic migration.
This presents India with a unique opportunity to leverage its demographic advantage and position itself as a trusted migration partner while boosting remittances and enhancing its economic standing. However, structural barriersincluding visa restrictions, limited employer awareness, accreditation hurdles, and financial constraintspose challenges for both workers and host countries. Addressing these barriers is key to unlocking India's full potential in global workforce mobility.

Job Profile Program Manager, Maharashtra
GATI Foundation is looking for a proactive and execution-focused Program Manager to support our work in Maharashtra. Based in Mumbai, this person will work closely with the State Skills Ministry to make sure our programs are implemented smoothly on the ground.
We're looking for someone who is quick on their feet, can manage day-to-day operations confidently, and is comfortable working closely with government partners. The Program Manager will report to the Maharashtra State Lead and will be responsible for coordinating with government officials, preparing clear and high-quality materials, and ensuring things get done on time.
This role is a good fit for someone with 3-5 years of experience in government-facing roles, implementation, or consulting someone who has strong program management skills, can dive deep into challenges, find solutions, and keep things moving. You should be analytical, agile, and focused on outcomes, with a strong sense of ownership and attention to detail.
Roles and Responsibilities
- Support the Maharashtra State Lead in the end-to-end implementation of GATIs initiatives within the state.
- Liaise with government departments, especially the Skills Ministry, to coordinate activities, manage timelines, and troubleshoot implementation issues.
- Prepare high-quality decks, briefs, and documentation for internal and external stakeholders.
- Track progress against milestones, flag bottlenecks early, and support effective problem-solving on the ground.
- Ensure seamless communication between the central team and state partners, translating insights into actionable plans.
- Participate in stakeholder meetings, workshops, and field visits as required.
Skills Required
- 3-5 years of experience in consulting, government programs, or public policy implementation at the state level.
- Strong coordination and execution skills, with the ability to work across multiple stakeholders and priorities.
- Excellent communication skills, including experience preparing decks, reports, and briefs for senior audiences. Experience engaging with government stakeholders and navigating bureaucratic structures with professionalism and tact.
- Self-driven, adaptable, and committed to delivering results in a mission-driven environment.
- Mumbai-based and comfortable working from government offices, with occasional travel as needed.
Reporting
The Maharashtra Program Manager will report to the Maharashtra State Lead of GATI Foundation
Compensation

Location
The position will be based in Mumbai. Frequent travel around India with potential for international travel to partners and conferences will be expected.
