Background
The world is facing a severe labor shortage. High-income countries are projected to experience a cumulative workforce gap of 40-50 million people by 2030, expanding to 120-160 million by 2040. This shortfall spans several sectors, including healthcare, education, and industrial labor.
Meanwhile, India's migrants are one of its biggest exports, generating $125 billion in remittances annually equivalent to 3% of India's GDP. This figure surpasses any single sector of India's merchandise exports. Yet, while migrants constitute about 1.3% of India's population, this is substantially lower than other developing countries like Mexico, the Philippines, or Bangladesh, signaling untapped potential. The developmental impact of remittances is also higher than that of an equivalent amount in goods exports. A study reveals that a 10% rise in remittances reduces poverty by 3.5%, highlighting the potential for economic upliftment through strategic migration.
This presents India with a unique opportunity to leverage its demographic advantage and position itself as a trusted migration partner while boosting remittances and enhancing its economic standing. However, structural barriers including visa restrictions, limited employer awareness, accreditation hurdles, and financial constraints pose challenges for both workers and host countries. Addressing these barriers is key to unlocking India's full potential in global workforce mobility.

We are dedicated to solving the structural barriers in overseas migration by serving as an ecosystem enabler bringing together governments, businesses, and nonprofits to create an enabling environment for circular migration.
Our priority areas include developing high-impact migration corridors, aligning accreditation of prospective Indian workers to global standards for key job roles and destinations, unlocking financial support for workers, and strengthening worker welfare and protection. By facilitating international migration pathways through strategic public-private partnerships, GATI aims to enable seamless and responsible migration, driving both individual prosperity and national economic growth.

GATI Foundation is seeking a highly entrepreneurial CEO to join the team at an exciting time of organizational growth and development. The CEO will play a pivotal role in enabling circular migration for Indias youth. The ideal candidate is an entrepreneurial institution builder with strong intellectual vitality and a deep passion for economic growth in India.
The CEO of GATI Foundation will lead a dedicated and focused team, providing the vision, leadership, and expertise necessary to enable the organization achieve its broader mission creating sustainable migration pathways to Europe and East Asia.
The CEOs goal is to establish GATI Foundation as the preeminent organization for circular migration in India, with expertise in policy, government engagement, program management, and liaising with the private sector and foreign services.
Roles and Responsibilities
The CEO is expected to set up GATI Foundation as a unique social sector organization, creating an institution that consistently delivers the necessary impact towards achieving its long-term vision.
Develop strategy and boot-strap its operating capabilities - articulate a business plan, design the organizational structure, hire and build a strong leadership team, allocate resources, and secure long term funding
Establish GATI Foundation as a thought leader in circular migration and develop a strong mobility network in India by building a robust ecosystem of partners, collaborators, and supporters
Build strategic relationships with key central and state government stakeholders, and shape public discourse to facilitate circular migration corridors
Drive partnerships with financial institutions and policymakers to enable accessible and sustainable funding models for migrant workers
Foster collaborations with regulatory bodies, skill councils, and international accreditation agencies to Indian certifications and qualifications
Manage and optimize the organizations finances and allocate resources appropriately
Desired Qualifications, Skills and Abilities
- Undergraduate and graduate degrees from top institutions in Management, or Public Policy
- Entrepreneurial self-starter with excellent leadership skills and strong strategic and operational experience; has managed and led teams to achieve strong results
- 15+ years of overall professional experience in a professional environment with the ability to juggle multiple projects and work with a diverse group of stakeholders
- Highly motivated and able to inspire team members to work towards goals and targets, and take ownership of the organization and mission
- Ability to network, establish credibility and build and nurture deep relationships with various senior stakeholders across government and private sector
- High ability to collaborate and actively listen to others, understanding and valuing others' views
- Adaptable and flexible to changing circumstances and needs of the role
- Experience working with the government is a plus
Reporting
The CEO will report to the Board of GATI Foundation
Compensation
GATI Foundation recognizes that the right candidate will have a significant impact on the success of the organization and is prepared to offer an attractive compensation package for the non-profit sector, commensurate with experience.
Location
The position will be based in Delhi. Frequent travel around India with potential for international travel to partners and conferences will be expected.
