The world is facing a severe labor shortage. High-income countries are projected to experience a cumulative workforce gap of 40-50 million people by 2030, expanding to 120-160 million by 2040. This shortfall spans several sectors, including healthcare, education, and industrial labor.
Meanwhile, India's migrants are one of its biggest exports, generating $125 billion in remittances annually equivalent to 3% of India's GDP. This figure surpasses any single sector of India's merchandise exports. Yet, while migrants constitute about 1.3% of Indias population, this is substantially lower than other developing countries like Mexico, the Philippines, or Bangladesh, signaling untapped potential. The developmental impact of remittances is also higher than that of an equivalent amount in goods exports. A study reveals that a 10% rise in remittances reduces poverty by 3.5%, highlighting the potential for economic upliftment through strategic migration.
This presents India with a unique opportunity to leverage its demographic advantage and position itself as a trusted migration partner while boosting remittances and enhancing its economic standing. However, structural barriers including visa restrictions, limited employer awareness, accreditation hurdles, and financial constraints pose challenges for both workers and host countries. Profile Summary
We are seeking a dynamic professional to join our team as State Lead Private Market & Partnerships. This role will drive state-level labour market intelligence, build partnerships with private sector players, and lead talent advocacy programs. The ideal candidate combines policy insight, private sector engagement, and on-ground program delivery to strengthen Indias role in global labour mobility.
Key Responsibilities
1. Partnerships & Ecosystem Building
- Develop and manage partnerships with state governments to activate and strengthen migration-support systems.
- Build relationships with private sector stakeholders including employers, recruitment agencies, and training providers to expand overseas employment opportunities.
- Design and facilitate structured partnership models that align Indias workforce supply with global demand.
2. Process & Program Management
- Establish processes and frameworks for partnership engagement, tracking, and reporting.
- Ensure quality and compliance in partnership execution, maintaining transparency and accountability.
- Coordinate across internal teams to align research, advocacy, and program implementation with partnership goals.
3. Research & Policy Insights
- Conduct basic labour market and migration-related research to inform engagement with stakeholders.
- Support development of policy briefs, presentations, and knowledge products for governments and partners.
- Analyze trends in state-level skill ecosystems and global workforce demand to generate actionable insights.
4. Advocacy & Outreach
- Support communication and outreach initiatives to showcase overseas opportunities to Indian talent pools.
- Highlight success stories and case studies to build momentum for structured migration pathways.
- Represent GATI at state-level forums, conferences, and stakeholder meetings.
Candidate Profile
- Education: Postgraduate degree in public policy, economics, business administration, international development, or related field.
- Experience: 810 years of experience in government engagement, private sector partnerships, labour market programs, or related domains.
- Demonstrated ability to build and manage high-level partnerships across government and business.
- Strong process orientation with experience in program design, execution, and reporting.
- Analytical mindset with ability to conduct basic research and synthesize insights for decision-making.
- Excellent communication, stakeholder management, and presentation skills.
- Willingness to travel extensively across the state.
