About the Role
We're sourcing a Business Analyst on behalf of a client undertaking a multi-year modernization initiative to retire legacy technology and transition to a unified, cloud-native environment. The organization serves a large membership base (200,000+ individuals) across hundreds of partner institutions, making this one of the largest technology modernization efforts of its kind in the state.
The initiative centers on building a modern, Azure-hosted administration system that integrates with existing member- and employer-facing portals. The technology stack includes Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and a document management/process automation platform (currently in evaluation).
Current program state:
- Legacy systems have completed migration from on-premises hosting to Azure (as of May 2024)
- The member-facing portal was modernized in July 2025
- IT resources are supporting legacy systems while simultaneously building the modernized replacement
- A project charter and SDLC are established and in active practice
- The environment and foundation for modern applications is nearing completion
Program goals: full retirement of legacy platforms, reduced manual work and errors, faster turnaround times, improved document workflows, stronger security posture, greater system resilience, and lower long-term maintenance costs.
What You'll Do
Process Analysis & Documentation
- Engage with business units to understand operational workflows, pain points, and improvement opportunities
- Interface with development and IT staff to translate technical requirements
- Document current-state processes using process maps, swimlane diagrams, and workflow charts
- Facilitate discussions to define future-state processes aligned with organizational goals
Requirements Gathering & User Story Development
- Translate business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories
- Ensure requirements are complete, consistent, testable, and aligned with business priorities
- Collaborate with product owners, developers, and stakeholders to refine and validate requirements
Testing & Quality Assurance
- Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing
- Execute functional testing of user stories in Dev/Test environments to validate solution accuracy and readiness
- Document defects, track resolution, and verify fixes
- Coordinate, support, or lead UAT sessions with business stakeholders
Stakeholder Collaboration & Communication
- Serve as a liaison between business units and technical teams
- Communicate project updates, risks, and issues clearly and proactively
- Support change management activities by contributing to training materials and user guidance
What We're Looking For
- Experience in business analysis, process documentation, or a related role
- Strong analytical and problem-solving skills
- Ability to create clear process diagrams and workflow documentation
- Experience writing user stories, acceptance criteria, and test cases
- Familiarity with Azure DevOps or similar work item management tools
- Hands-on experience with functional testing and UAT coordination
- Excellent communication and facilitation skills
Additional Notes
- This is a government contract role; travel expenses are not reimbursed per state purchasing regulations
- Candidates should be comfortable with a hybrid cadence including required in-person meetings as needed
