Purpose of the Position:

  • Responsible for developing and maintaining a complete PMO program for all ICT systems, applications, and infrastructure initiative

Key Responsibilities:

  1. Responsible for ensuring and monitoring compliance with the PMO standards. 25%
  2. Conduct PMO activities for the oversight of all ICT projects and initiatives providing the top management with pertinent reports on status and progress. 25%
  3. Provides documentation to ensure that processes, procedures, findings, and recommendations are properly disseminated and communicated. 20%
  4. Responsible for making sure that the approved PM processes and procedures are in place and followed. 15%
  5. Reviews and recommend improvements to PMO and PM processes and procedures. 15%

Scope and Limitations:

  • Highly dependent on input provided by and cooperation of other ITD or non-ITD units
  1. Responsible for monitoring and reviewing the PM processes and procedures based on approved policies and standards.
  2. Plans, reviews, and monitors inspection and testing of incoming and outgoing projects and systems to confirm conformance to specifications and requirements.
  3. Carefully maintain a complaint and nonconformance processing through records and tracking systems, including root cause and corrective actions.
  4. Recommends new processes and procedures for the improvement of PM work and project delivery as a whole.
  5. Plan, conduct, and monitor testing and inspection of system development processes to ensure compliance of system.
  6. Document PMO activities with internal reporting and audits.
  7. Devise procedures and directions for recording and reporting projects.
  8. Develop, recommend and monitor corrective and preventive actions.
  9. Prepare reports to communicate outcomes of project reviews.
  10. Performs other duties that may be assigned by the immediate supervisor.

Qualifications:

  1. Must be a graduate of an I.T./ Computer Science or related Engineering or Technology Courses
  2. Must have at least three (3) years of exposure in System Development with a good understanding of system development methodology and standards
  3. Must be a good team player with a customer-oriented attitude and good oral/ written communication skills.
  4. Must possess good skills:
    a. Analytical and decision-making skills
    b. Data collection, management, and analysis
    c. Problem analysis and problem-solving
  5. Must be knowledgeable in the advanced use of PC Software and Utilities such as:
    a. MS Office Suite Excel, Word, PowerPoint
    b. Web browsers Internet Explorer, Google Chrome, others
  6. MS Windows OS or Linux Installation and operation of utilities
  7. Database Software SQL Server, DB2, MySQL, others
  8. Required Technical Skills (Midrange / Linux):
    a. System Development Methodology and Life Cycle
    b. Operating Systems functions and operations
    c. Basic Networking functions and capabilities
    d. Web and Application Server functions and capabilities
