Purpose of the Position:

  • Responsible for the daily operations, control and management and administration of these equipment and facilities to ensure the highest performance for the delivery of the companys products and services.

Key Responsibilities:

  1. Oversees the Data and Network equipment and facilities. - 20%
  2. Oversees and manages the maintenance of the database, system configuration backup and recovery to ensure continues operations of all units/branches and end-users of the Data and Network equipment and facilities. - 20%
  3. Oversees the monitoring and processing of regular expenditure and expenses for the data communication equipment, facilities and services. - 20%
  4. Recommends and evaluates the equipment and facilities best suited for the needs of the systems. - 20%
  5. Directs, guides, motivates and evaluates the performance of subordinates. - 20%

Scope and Limitations:

  1. Prepares, organizes, and manages the action plans, projects, and activities of the unit in relation to the overall goals and objectives of the company.
  2. Manages the implementation of the action plan, activities, and projects to ensure on-time implementation and properly accomplished. 
  3. Implement the formulated design of the data and network communication infrastructure taking special considerations on the alternatives and backup/disaster recovery site.
  4. Manages and monitors the expenses and actual usage of the Data Communication facilities and ensures that these are within the approved budgets.
  5. Accountable for the operations and monitoring of the data and network equipment facilities to ensure full compliance with the units Service Level Agreement while maintaining the operational cost.
  6. Monitor the performance and availability of the data and network using available management tools to ensure that the facility can handle current and projected system requirements.
  7. Implement the required corrective and preventive maintenance of the equipment to make sure that these attain the highest availability and reliability.
  8. Conduct tests and come up with a recommendation on the compatibility of various equipment to the existing network infrastructure and facilities for future and additional requirements.
  9. Monitor the network performance and do the necessary fine-tuning with the service provider to ensure that the facility is working based on the required performance output
  10. Ensure that the documentation, records, and inventory of the structured cabling are regularly updated for the head office, other offices, branches, and disaster recovery site to provide fast and efficient problem isolation and repair.
  11. Formulate the operating procedures, guidelines, problem handling, and resolution for the network monitoring unit.
  12. Provide status and activity reports on issues affecting network downtime and outages.
  13. Negotiates service agreements, contracts and recommends the best available data and network facilities for the use of the company.
  14. Provide expertise with other concerned units for activities concerning data and network equipment, facilities, and services of the unit.
  15. Conduct regular research regarding technology updates that will further improve the performance of the existing facility.
  16. Provides counseling and coaching to section personnel for their continuous improvement and attainment of their individual career objectives
  17. Supervise the work and schedule of the personnel to meet the units operational goal and objectives
  18. Ensure the accuracy of the data communication billing preparation to eliminate loss due to overcharging made by telcos and service providers
  19. Perform other duties assigned by the immediate superior

Qualifications:

  • Educational requirements - Must be a college graduate with Engineering degree, preferably in Electronics or Communications Engineering or its equivalent
  • Experiential requirements - Must have at least 8 years experience in the area of managing Network and Data communications equipment, particularly wired and wireless Data Networking. 
  • Required interpersonal skills: Must have advanced supervisory skills and strong customer orientation. Must have good oral & written communication skills, negotiating with third party vendors as well as representations skills, must be able to motivate his/her own staff.
  • Skills in the installation, configuration, maintenance and troubleshooting of Network devices.
  • Strong in problem solving and analysis, technical design for data communication and data networking. 
  • In-depth technical exposure and knowledge on network management tools; particularly:
  • In-depth technical exposure and knowledge on the software and hardware components of the network, data equipment; particularly:
    - Routers including IP Routing, DMVPN, EIGRP, Frame Relay
    - Switches including HSRP, Ether channel, DHCP, ACLs, VLAN, Port mirroring, Load balancing, Spanning-tree, SNMP
    - Wireless access points
    - Modems and other data network peripherals like Firewalls
    - Wireless and DSL modems like Zyxel, Huawei, ZTE, etc.
    - Structured cablings.
    - Computer equipment and peripherals including data communication peripherals
  • Must possess good inter-personal and analytical skills
