Purpose of the Position:

  • Responsible for fostering a quality culture within ITD ensuring quality in development up to the completion of all products and services.

Key Responsibilities:

  1. Plans, executes, and oversees inspection and testing of the incoming and outgoing products or services to confirm quality conformance to specifications and quality deliverables. 25%
  2. Provides support to operations and local quality function in tracking, documenting, and reporting quality levels as well as CSR, environmental, and health and safety goals/KPIs. 25%
  3. Analyzes and investigates product complaints or reported quality issues to ensure closure in accordance with company guidelines and external regulatory requirements. 20%
  4. Responsible for developing and maintaining a complete quality assurance program for all ICT systems, applications, and infrastructure initiatives. 20%
  5. Provides documentation to ensure that processes, procedures, findings, and recommendations are properly disseminated and communicated. 10%

Scope and Limitations:

  • Highly dependent on input provided by and cooperation of other ITD or non-ITD units
  1. Responsible for creating and maintaining the quality assurance processes and procedures based on policies and standards approved.
  2. Plan, execute, and oversee inspection and testing of incoming and outgoing projects and systems to confirm quality conformance to specifications and quality deliverables
  3. Carefully maintain complaint and nonconformance processing through records and tracking systems, including root cause and corrective actions
  4. Develop or update company complaint and inspection procedures to ensure capture and investigation, as well as proper documentation of complaint
  5. Monitor risk management procedures, and maintain and analyze problem logs to identify and report recurring issues to management and product development
  6. Develop new standards for production and design, with improvements as needed, and create testing protocols for implementation across all service lines
  7. Plan, conduct and monitor testing and inspection of system development processes to ensure quality of system
  8. Interpret, build upon, and comply with company quality assurance standards
  9. Document quality assurance activities with internal reporting and audits
  10. Devise procedures and directions for recording and reporting quality data
  11. Develop, recommend and monitor corrective and preventive actions
  12. Collect and compile statistical quality data to identify areas for improvement in the quality system
  13. Prepare reports to communicate outcomes of quality activities
  14. Performs other duties that may be assigned by the immediate supervisor

Qualifications:

  1. Must be a graduate of an I.T./ Computer Science or related Engineering or Technology Courses
  2. Must have at least three (3) years of exposure in System Development with a good understanding of system development methodology and standard
  3. Must be a good team player with a customer-oriented attitude and good oral/ written communication skills.
  4. Must possess good skills
    a. Analytical and decision-making skills
    b. Data collection, management, and analysis
    c. problem analysis and problem-solving
  5. Must be knowledgeable in the advanced use of PC Software and Utilities such as:
    a. MS Office Suite Excel, Word, PowerPoint
    b. Web browsers Internet Explorer, Google Chrome, others
    c. MS Windows OS or Linux - installation and operation of utilities
    d. Database Software SQL Server, DB2, MySQL, others
  6. Required Technical Skills (Midrange / Linux):
    a. System Development Methodology and Life Cycle
    b. Operating Systems functions and operations
    c. Basic Networking functions and capabilities
    d. Web and Application Server functions and capabilities"
