Purpose of the Position:

  • Responsible for the installation, maintenance and tuning of the operating systems used by the institutions computing environments as well as all systems management tools and third-party products that forms the system infrastructure of the company

Key Responsibilities:

  1. Develops and executes strategic business and project initiatives - 25%
  2. Manages the strategic aspects of large cross-departmental projects and mitigates any risk - 25%
  3. Oversees a matrixed team to drive deliverables and get things done - 20%
  4. Develops, implements, and maintains best practices, based on established Project Management Methodology and experience - 15%
  5. Coordinates and validates implementation plans of high impact projects taking into business and operational consideration including regulatory requirements - 15%

Scope and Limitations:

  1. Plan, Lead, Coordinate and Control all the related activities required in managing and directing all ITD projects including prioritization and classification of these projects.
  2. Formulates and organizes objectives, plans and targets for the project managers and breaks this down to individual assignment
  3. Formulates and recommends actions to be taken for customer servicing to ensure consistent and uniformed delivery of service
  4. Develop project scopes and objectives involving all relevant stakeholders
  5. Ensure resource availability and allocation
  6. Assist the development of detailed project plan to track progress, report on project metrics and map key project dates to manage workflow
  7. Use appropriate verification techniques to manage and monitor multiple projects ensuring the delivery of projects within defined project scope, schedule and costs/budget
  8. Measures project performance using appropriate systems, tools and techniques
  9. Manages and organizes activities and work that cut across several units of ITD towards achieving defined objectives and plans
  10. Provide input and recommendation in the development and delivery of products and services and incorporate these in the projects being undertaken
  11. Serves as a SME in providing areas for consideration and improvement in the field of project management
  12. Provides decisive and alternative approaches in process, procedures and guideline formulation as well as in the area of problem solving
  13. Able to process and discern what is applicable and best suitable method to be used in the improvement of the services and functions handled
  14. Responsible for the resources managed and operated by the unit with direct impact in the delivery of products and services that directly affect end users and customers
  15. Directs all project activities and coordinates the tasks related to resolving problems and issues encountered to put the projects back on track and minimize delays and additional cost.
  16. Coordinate and validate implementation plans of high impact projects taking into business and operational consideration including regulatory requirements
  17. Oversee and ensure timeliness and accuracy of project scheduling process of delivery and implementation 
  18. Coordinate with other ITD to ensure the successful implementation of projects in the production environment
  19. Perform other duties that may be assigned by the immediate supervisor

Qualifications:

  1. Educational Requirements Must be a graduate of an I.T./ Computer Science or related Engineering or Technology Courses
  2. Experiential Requirements Must have at least five (5) years of experience as a Project Manager with at least an exposure in managing highly critical and large in scope project.
  3. Required Interpersonal Skills: Must be a good team player, customer-oriented attitude and excellent oral and written communication skills. Must possess excellent supervisory skills.
  4. Must have the capability to handle multiple projects concurrently
  5. Must have full understanding and experience in Windows Server, Linux and Unix systems inclusive of applicable web and application platforms, database management systems and programming languages
