Purpose of the Position:
- Defines the database platform to be used for any system development ensuring compliance to the information system architecture
Key Responsibilities:
- Accountable for the installation and maintenance of the database management systems being used for development, testing (SIT and UAT) and Production environments - 20%
- Accountable for defining database access structure and methods to be adapted and followed for all development, enhancement and maintenance work - 20%
- Responsible for ensuring that any new or change in database design considers optimum performance and efficiency - 20%
- Responsible for ensuring compliance and/or guidance in the implementation of 3rd party solutions database designs to ensure conformity to the company's current standards - 20%
- Responsible for leading the implementation of high impact projects that target to improve current database systems availability and efficiency while continuing to leverage on existing infrastructure and pursuing alternative methods that will prove more cost effectives - 20%
Scope and Limitations:
- Plan, Lead, Coordinate and Control all the related activities required in maintaining optimum performance and system availability of all the database management systems
- Direct all problem resolution activities and coordinating the tasks related to database management systems to minimize system unavailability and ensuring proper elevation to management for the status
- Coordinate and validate implementation plans of high impact database management system changes taking into consideration resource availability and service level compliance to end-customers
- Formulates and organizes objectives, plans and targets for the unit and breaks this down for individual assignment to the units analysts and specialists
- Formulates and recommends actions to be taken for customer servicing to ensure consistent and uniformed delivery of service
- Ensures the efficient and effective delivery of products and services through the rendered functions and services of the unit
- Handles difficult situations that affects several units of ITD and its customers, providing solutions and appropriate action to satisfy and address all concerns
- Utilizes defined and/or adhoc methods, executed in an orderly manner in providing solutions for exceptions and other situations that have issues/concerns
- Conceptualizes and assesses the problem / situation faced and identifies core issues to determine the best course of action in resolving the situation
- Manages and organizes activities and work that cut across several units of ITD towards achieving defined objectives and plans
- Provide input and advice in the development and delivery of the products and services considering the functions and services delivered and handled by the unit
- Able to associate and relate the business and technical aspects of the products, services and operations to ensure the efficient utilization of resources
- Serves as the guru in providing areas for consideration and improvement in the field of database management
- Requires an adaptive and creative thinking to provide decisive and alternative approaches in process, procedures and guideline formulation as well as in the area of problem solving
- Able to process and discern what is applicable and best suitable method to be used in the improvement of the services and functions handled
- Responsible for the resources managed and operated by the unit with direct impact in the delivery of the company's products and services that directly affect end users and customers
- Assures that functions and services rendered are accurate and precise to avoid any system outages that affects the company's image and reputation and its overall efficiency
- Oversee and ensure timeliness/ accuracy of database management system recovery processes (restore, reconfiguration) in the Business Recovery Center Facility ensuring compliance to business continuity objectives in coordination with Data Center Services Department
- Evaluate and recommend the most appropriate database management solution to utilize to address new or updates to in-house applications. Provide guidance to the implementation of 3rd party solutions databases to ensure conformity to set standards and to the overall systems architecture plan.
- Continuously review current database performance statistics of all the database platforms and recommend improvements as deemed necessary
- Design project charters and all required PMO documentation to support the launching of high impact projects focusing on improving current database systems infrastructure
- Coordinate with other ITD Unit Heads to ensure that projects that will require cross over activities between units will all be performed within the timelines set and with minimal impact to each others project directives
- Evaluate database analyst / administrator performance and provide coaching to enhance productivity. Ensure manpower availability for regular database administration tasks and for resolution of database related issues
- Continuously devise and promote cost cutting measures to ensure unit operates within operating budgets set.
- Perform other duties that may be assigned by the immediate supervisor.
Qualifications:
- Educational Requirements Must be a graduate of an I.T. / Computer Science or related Engineering or Technology Courses
- Experiential Requirements Must have at least 5 years of exposure in Database Administration Support related work. With at least 3 years supervisory experience leading a DBA team
- Required Interpersonal Skills: Must be a good team player with a customer-oriented attitude and excellent oral and written communication skills. Must possess excellent supervisory skills.
- Must have excellent project management skill and has the capability to handle multiple projects concurrently
- Must have extensive knowledge in the maintenance and tuning of IBM DB2, Microsoft SQL Server, and MySQL Server database management systems using Windows Server and Linux
