Job Summary

The Monitoring and Evaluation (M&E) Manager is responsible for designing, implementing, and managing an organizations M&E framework to ensure effective measurement of project performance and impact. The role includes data collection, analysis, reporting, and making actionable recommendations to improve program efficiency and effectiveness.

Key Responsibilities

1. Monitoring and Evaluation Framework

  • Develop and implement an M&E framework for projects and programs, including tools, methodologies, and indicators.
  • Define KPIs and performance metrics to track progress against goals.
  • Ensure alignment of M&E activities with organizational objectives and donor requirements.

2. Data Collection and Analysis

  • Oversee data collection processes to ensure accuracy, timeliness, and reliability.
  • Analyze quantitative and qualitative data to evaluate project outcomes and impact.
  • Maintain an organized database for M&E information.

3. Reporting

  • Prepare regular reports and presentations summarizing findings, trends, and recommendations.
  • Share insights with stakeholders, including senior management, partners, and donors.
  • Ensure reports comply with internal and external reporting standards.

4. Capacity Building

  • Train staff on M&E tools, methodologies, and best practices.
  • Build the organizations capacity to independently conduct monitoring and evaluation.

5. Program Improvement

  • Provide actionable recommendations to program teams based on M&E findings.
  • Monitor the implementation of recommendations to ensure program improvements.

6. Compliance and Quality Assurance

  • Ensure all M&E activities adhere to ethical guidelines, quality standards, and regulatory requirements.
  • Conduct regular audits to assess the integrity of M&E processes.

7. Budget and Resource Management

  • Develop and manage the M&E budget, ensuring cost-effective use of resources.
  • Coordinate with external consultants and vendors for specialized M&E services.

Qualifications

Education

  • Bachelors degree in Social Sciences, Statistics, Project Management, or a related field (Masters degree preferred).

Experience

  • Minimum 5 years of experience in M&E, preferably within [sector, e.g., development, healthcare, technology].
  • Proven expertise in designing M&E frameworks and analyzing data.
  • Familiarity with donor-funded project requirements (e.g., USAID, UN, World Bank).
