About the Role:
The Project Manager, Modular Construction and Development, is responsible for supporting the planning, design coordination, and permitting phases of modular construction and real estate development projects. This role focuses on preconstruction workflows, entitlement coordination, and agency submittals for residential and commercial developments. The Project Manager works cross functionally with design, engineering, construction, and manufacturing teams to ensure projects are positioned for efficient modular delivery and successful execution across multiple jurisdictions.
Responsibilities:

Lead forward planning activities for modular development projects, including preconstruction schedules and entitlement strategies.

Coordinate design packages with architects, engineers, consultants, and internal design teams to align with modular construction requirements.

Prepare, submit, and track planning and building department submittals across multiple municipalities.

Manage permitting workflows for ADUs, single family residential, and multifamily projects, including plan check responses and revisions.

Collaborate with engineering and compliance partners to ensure adherence to zoning regulations, building codes, and local ordinances.

Develop and maintain project schedules focused on design, permitting, and preconstruction milestones.

Serve as a liaison between design, construction, and factory teams to support seamless project handoff.

Track and report project status, agency feedback, approval timelines, and potential risks to stakeholders.

Attend city meetings, plan check appointments, and inspections as required to support approvals.
Qualifications:

Three or more years of experience in construction project management, real estate development, or design coordination.

Strong knowledge of entitlement processes, permitting workflows, and California building codes.

Experience managing design submittals, construction drawings, and modular or prefabricated documentation.

Familiarity with ADU, single family residential, and multifamily development projects.

Proven ability to manage multiple projects simultaneously while meeting deadlines.

Proficiency with project management tools such as MS Project, Procore, Buildertrend, Monday.com, and Google Workspace.

Excellent written and verbal communication skills with strong organizational abilities.
Desired Qualifications:

Bachelors degree in Construction Management, Architecture, Urban Planning, or a related field.

Experience working directly with city planning departments, building officials, and third party reviewers.

Background supporting preconstruction and development efforts in modular or off site construction environments.

Ability to grow into senior project management or development leadership roles within a scaling organization.
