About the job Senior HR & Admin Manager (SHA) Uganda

Job brief

Flow is preparing for its next phase of growth and is seeking an experienced HR leader to revamp, strengthen, and professionalize the HR function in readiness for scale. This role is not administrative in nature. It is a transformation mandate focused on building strong people systems that support execution, accountability, and leadership depth across the organization.

The successful candidate will play a central role in ensuring Flow has the right people, in the right roles, performing at the right level, as the business expands regionally and operational complexity increases. The role will place particular emphasis on recruitment, performance management, and human resource development.

Key Responsibilities

The role holder will lead the redesign and implementation of Flows recruitment approach, moving it from ad-hoc hiring to a structured, scalable talent acquisition framework. This will include clarifying role definitions, competency requirements, and hiring standards across the organization, as well as managing external recruitment partners and improving onboarding to ensure faster productivity and better retention.

A core responsibility of the role will be the overhaul of Flows performance management framework. The successful candidate will design and embed a clear, measurable system that links individual and team performance to business objectives. This will involve establishing KPIs by role and function, supporting managers to conduct meaningful performance reviews, addressing under-performance decisively, and reinforcing a culture of accountability and results.

The role will also drive the development of people and leadership capability across the business. This includes identifying skills gaps, designing targeted learning and development initiatives, building management and leadership capacity at middle and senior levels, and introducing structured succession and talent development pathways to support long-term organizational sustainability.

In addition, the role holder will strengthen HR policies, systems, and governance to ensure consistency, compliance, and reliable people data for management and board-level decision-making. The individual will act as a trusted partner to the CEO and senior leadership on organizational design, culture, and people-related change.

Qualifications & Skills

The successful candidate will hold a bachelor's degree in Human Resources, Business Administration, Organisational Psychology, or a related field, with an MBA or equivalent postgraduate qualification required. Professional HR certification (such as CIPD or equivalent) will be a strong advantage.

They will bring a minimum of eight years progressive HR experience, with demonstrated exposure to HR transformation, scale-up, or high-growth environments. Strong, hands-on experience in building and strengthening recruitment systems, performance management frameworks, and people development programmes is essential.

The role requires a solid understanding of organizational design, workforce planning, leadership development, and HR analytics, with the ability to translate business strategy into practical people structures, KPIs, and execution plans. The ideal candidate will be commercially minded, execution-focused, and comfortable operating in fast-moving, operationally intensive environments.

Excellent stakeholder management and communication skills are critical, alongside the confidence to influence senior leaders, drive change, and hold teams accountable. High integrity, discretion, and professionalism are essential, with the ability to build trust across all levels of the organisation.

Reporting Line

The role reports directly to the Chief Executive Officer and works closely with the senior management team and regional leadership.

Why This Role Exists

This role exists to ensure that as Flow scales, its people systems do not lag behind its growth. The successful candidate will leave behind clear structures, stronger leaders, and a performance-driven culture that enables the business to grow sustainably.
