Job Title: Deputy Assistant Minister – Social Impact & Community Engagement (Emirati)

The Deputy Assistant Minister (DAM) leads national programs that strengthen the UAEs social fabric through community development, volunteering, CSR alignment, and social services innovation. The role partners with federal and local entities, private sector, NGOs, and community leaders to deliver measurable societal impact aligned to the UAE Governments strategic priorities.

Key Responsibilities

  • Strategy & Policy: Co-develop national strategies for volunteering, CSR, and community services, ensuring alignment with UAE vision and federal priorities.
  • Oversee policy frameworks, standards, and regulatory guidance for CSR governance, social investment, and volunteer management.
  • Program Leadership: Design and scale flagship initiatives (e.g., volunteer corps, corporate impact pledges, social care innovation labs, community resilience programs).
  • Build public–private–civil society partnerships; mobilize CSR funding and in-kind support for national priorities.
  • Stakeholder Engagement" Convene federal/local entities, NGOs, academia, youth councils, and private sector; chair inter-agency working groups.
  • Represent the Ministry in cabinet committees, international forums, and donor/partner platforms.
  • Governance & Performance: Establish KPIs, dashboards, and impact measurement systems for programs and CSR/volunteering ecosystems.
  • Drive compliance, risk management, and continuous improvement across delivery partners.
  • Service Excellence & Inclusion: Champion citizen-centric services for vulnerable groups and promote inclusion, accessibility, and community wellbeing.
  • Embed digital platforms for volunteer matching, CSR reporting, and citizen engagement.
  • Leadership & Culture: Lead high-performing teams; mentor Emirati talent; foster a data-driven, collaborative, and ethical culture.

Minimum Qualifications

  • Bachelor's or Master's degree in Public Policy, Social Work, Sociology, Public Administration, Business, or related field.
  • 12 to 15+ years relevant experience in social development, CSR/ESG, community programs, non-profit/government, including 5+ years in senior leadership.
  • Proven track record in multi-stakeholder program delivery, policy development, and impact measurement.
