Position: Director of Policy & Research Department (Emirati)

Job Purpose
Design and implement a comprehensive methodology to evaluate the impact of sectoral policies.
Analyze current and future trends, develop research studies, and lead big data extraction, analysis, and management to support strategic decision-making.
Key Responsibilities
1. Functional Responsibilities
Policy Development & Governance
- Develop strategic objectives, initiatives, and projects in coordination with relevant entities.
- Oversee preparation of organizational policies and operational procedures.
- Propose performance indicators and monitor implementation.
- Lead development of sectoral policies in collaboration with technical sectors.
- Monitor legislative changes and trends affecting public policies and propose amendments.
- Oversee drafting and updating of policy frameworks and standards.
Research & Strategy
- Direct and prioritize research aligned with strategic planning.
- Lead complex research initiatives (quantitative, qualitative, different methods, applied research).
- Develop an integrated annual research work plan linked to institutional objectives.
- Oversee design of research tools and ensure data quality and reliability.
- Review analytical studies and reports (foresight studies, sector reports).
- Lead big data analysis and interpret findings for decision-making.
- Oversee policy impact assessments and submit evidence-based recommendations.
Performance & Risk Management
- Guide teams in developing performance reports and addressing operational challenges.
- Oversee risk management related to departmental activities and propose mitigation plans.
- Represent the department in innovation and institutional excellence committees.
- Ensure compliance with information security, occupational safety, and environmental policies.
2. Operational Responsibilities
- Ensure timely delivery of data and reports to leadership.
- Provide recommendations on operational improvements and continuous improvement initiatives.
- Monitor monthly and quarterly performance results.
- Identify performance gaps and lead corrective action plans addressing root causes.
- Oversee department KPIs and targets, ensuring alignment with sector strategy.
3. Financial Management
- Manage departmental budget allocation and ensure compliance with approved plans.
- Identify and address non-compliance issues in a timely manner.
- Consolidate staff budget inputs.
- Prepare and submit the department budget for leadership approval.
4. People Management
- Develop unified strategies and workforce plans.
- Attract, recruit, and develop talent to ensure operational excellence.
- Set departmental targets for line managers.
- Conduct mid-year and annual performance reviews.
- Identify competency gaps and recommend development plans.
- Provide guidance to department managers on operational and personnel matters.
Required Qualifications
Experience
- Minimum 10+ years of relevant work experience.
- Experience in preparing coordinated policy and legislative recommendations.
- Experience managing high-impact programs.
- Strong stakeholder engagement and coordination capabilities.
- Experience leading multidisciplinary teams.
- Ability to activate and develop sector strategies through enabling policies.
