Education
Bachelor's degree in Chemical/Process Engineering or equivalent
Additional Qualifications Knowledge of Pre-Commissioning and Commissioning Procedures and Systems
Experience (Engineer) Minimum 10 years relevant experience; minimum 5 years as pre-commissioning/commissioning engineer or superintendent (oil & gas/petrochemical)
Experience (Sr. Engineer) Minimum 20 years relevant experience; minimum 10 years as Sr. Commissioning Engineer/Superintendent
Primary Function
Follows up project activities from the end of construction phase through Pre-commissioning, Commissioning, and Handover of the Project in compliance with budget, operational requirements, and schedule.
Key Duties & Responsibilities
Support preparation of pre-commissioning/commissioning schedule; participate in site implementation and follow-up of activities
Review and comment on Project Pre-commissioning and Commissioning Procedures for compliance with industrial standards and safe working practices
Follow up preparation by operations personnel of Operating Instructions and Log Sheets based on Licensor/Contractor Operating Manuals
Supervise and coordinate Contractor's Pre-commissioning and Commissioning personnel; liaise with operations and production for site activities
Ensure alternate designs or changes are economical, operable, and meet safety, maintenance, and schedule requirements
Ensure proper and accurate documentation is provided/updated and records maintained during pre-commissioning and commissioning
Participate in inspection of equipment and materials upon site installation and for final inspection before box-up per the Quality Assurance Plan
Participate and witness Pre-commissioning and Commissioning inspections; validate their results
Actively participate in preparation, implementation, and follow-up of the Work Permit System
Coordinate with Contractors for site preparation of pre-commissioning and commissioning activities
Support the Pre-commissioning/Commissioning Leader in preparing periodical project reports and presentations
Required Skills & Competencies
In-depth knowledge of process plant pre-commissioning, commissioning, and start-up procedures
Fluency in speaking and writing English
Computer literate; knowledge of Microsoft Office, Outlook, Adobe Acrobat
Knowledge of specific plant operation software such as DCS, PLC, and Plant Information Systems
