We are supporting our client by hiring an experienced Government Liaison Officer to join their team.

Job Purpose Summary:

The Government Liaison Officer is responsible for managing THE COMPANY's interactions with government authorities and regulatory bodies related to property management operations. The role ensures full compliance with local regulations, facilitates lease registration processes, manages permits and approvals, and coordinates with utilities and authorities. The position plays a key role in ensuring efficient regulatory processes, supporting tenant services, and maintaining THE COMPANY's compliance with applicable laws and municipal requirements.

Detailed Roles & Responsibilities:

  • Government Coordination & Regulatory Liaison:
    • Act as the primary point of contact between THE COMPANY and Qatari ministries, municipalities, and regulatory authorities.
    • Manage communications and follow-ups with government entities related to property operations.
    • Ensure timely submission and tracking of applications, approvals, and regulatory requests.
    • Maintain professional relationships with relevant authorities to facilitate efficient service delivery.
    • Monitor regulatory updates and proactively assess their impact on THE COMPANY operations.
    • Provide regular status reports to management on pending approvals, risks, and delays.
  • Lease Registration & Tenancy Compliance (Tawtheeq):
    • Manage the end-to-end process for Tawtheeq (lease attestation) with the Ministry of Municipality.
    • Ensure all lease agreements are properly registered and compliant with regulatory requirements.
    • Maintain accurate and up-to-date records for all tenancy registrations and documentation.
    • Coordinate with Leasing and Property Management teams to ensure timely processing of lease documentation.
    • Ensure full compliance with tenancy laws and regulatory requirements at all times.
    • Track pending registrations and escalate delays to avoid operational or legal risks.
  • Permits, Licenses & Regulatory Renewals:
    • Ensure timely renewal of all licenses and permits (trade licenses, building permits, civil defense certificates, etc.).
    • Maintain a centralized tracker for all regulatory approvals with expiry monitoring and alerts to ensure proactive renewal.
    • Coordinate submission of required documentation for renewals and approvals.
    • Maintain records of permits, licenses, and compliance documentation.
    • Ensure all THE COMPANY's properties comply with applicable regulatory requirements.
    • Identify potential compliance risks and ensure corrective actions are taken proactively
  • Utilities Coordination & External Services:
    • Coordinate with utility providers such as KAHRAMAA and telecom providers for connection and disconnection of services.
    • Ensure timely activation of utilities for new tenants and properties.
    • Resolve issues related to utility services affecting operations or tenants.
    • Maintain records of utility accounts and service agreements.
    • Coordinate with FM and Property teams to ensure operational readiness of all units.
  • Regulatory Support, Disputes & Approvals:
    • Facilitate resolution of tenancy disputes through coordination with the Rental Dispute Committee (RDC).
    • Facilitate submission and approval of requests for signage, events, and minor property modifications.
    • Monitor changes in property regulations, municipal laws, and labor-related requirements and ensure internal alignment.
    • Advise the Property Management Manager on regulatory implications, compliance risk and required actions.
    • Coordinate with Legal, Leasing, and Property teams to ensure proper handling of regulatory and dispute cases.

Any other task assigned by the direct superior.

Skills:

  • Technical / Functional Skills:
    • Knowledge of Qatari government procedures and regulatory frameworks.
    • Familiarity with Tawtheeq system and tenancy regulations.
    • Understanding of property management regulations and permits.
    • Experience in dealing with government authorities and utilities.

Education & Professional Certificates

Education:

Bachelor's degree in business administration, Public Administration, Law, Real Estate or Property Management, or equivalent.

Certificates:

Computer Literacy:

  • Computer literate.
  • Proficiency in:
    • MS Office.
    • Government service portals.

Languages:

English fluent.

Arabic is mandatory.

Experience

  • 5 - 8 years of experience in government relations, property management, or PRO-related roles.
  • Experience dealing with Qatari authorities, municipalities, and regulatory systems is preferred.
  • Experience in real estate or property management environments is an advantage.
