Job Summary
The Cost Control Manager is responsible for leading and managing all project cost control functions to ensure effective budget planning, cost monitoring, forecasting, and financial reporting. The role ensures that project delivery is achieved within approved budgets and timelines while maintaining compliance with company and client financial procedures.
Key Responsibilities
- Develop, implement, and maintain project cost control systems, procedures, and reporting structures.
- Monitor approved project budgets, commitments, actual expenditures, and cost forecasts.
- Prepare and present monthly cost reports, cost variance analysis, and financial dashboards to senior management.
- Track project progress and ensure alignment with budget allocations and financial targets.
- Review subcontractor payment applications, variations, claims, and change orders.
- Coordinate closely with Planning, Procurement, Engineering, and Commercial teams to ensure accurate and timely cost tracking.
- Identify potential cost risks and provide mitigation strategies to avoid budget overruns.
- Support management with detailed financial analysis, projections, and data-driven recommendations.
- Assist in the preparation and verification of interim payment applications and final accounts.
- Ensure proper documentation and record-keeping for audits, financial reviews, and compliance requirements.
- Lead and mentor cost control team members across multiple project packages.
Qualifications
- Bachelors Degree in Civil Engineering, Quantity Surveying, Finance, or related field.
- Professional certifications in cost management or project management (preferred).
Experience Requirements
- Minimum 10–15 years of experience in cost control within infrastructure and/or road projects.
- Proven experience in large-scale infrastructure projects in Qatar.
- Strong background in budgeting, forecasting, financial reporting, and cost management systems.
- Experience managing multiple project packages simultaneously.
Technical Skills
- Proficiency in ERP systems (SAP, Oracle, or similar).
- Advanced proficiency in MS Excel (pivot tables, financial modeling, dashboards, variance analysis).
- Strong knowledge of project cost control methodologies and financial reporting standards.
