QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
Bachelor Degree in Business Administration or relevant field.
Minimum Experience & Knowledge & Skills
8 years of site assessments and liaising with local authorities
Should be able to read and understand local authority documents
Fluent in Arabic & English, both verbal and written.
Valid KSA Driving License.
Specific Accountabilities
Network Planning and Development Assessment
Manage and execute network planning from site identification to lease negotiation for all retail
operations in line with the defined business development strategy.
Manage/ conduct comprehensive technical and utilities studies to support managerial decision
making on selection of best locations for network expansions.
Initiate discussions with land owners and carry out head lease analysis and collaborate with internal
teams for review of head lease contracts, while managing the process of obtaining all site-level
approvals, in line with defined plan and protocols.
Create and maintain strategic alliances with developers, government authorities, local regulators,
contractors, local and international tenants and other interested parties/associations to obtain
optimum support to acquire desired locations for network development in line with the development
strategy and plan.
Build a strong site level competitive advantage by adding facilities to enhance the attractiveness of
the site whilst exploring options to implement enhancement opportunities to maximize revenue.
Asses and grade network property to ensure that operational capabilities of real estate are utilized
optimally.
Establish a cooperative coordination and interaction with all internal and external interfaces.
coordinate with service providers, government bodies and (future) tenants to support effective unit
operations.
Review designs, plans and specifications for the different types of networks, develop and update
master plans with recommendations for risk mitigation to provide a comprehensive view on network
planning for senior management decision making.
Responsible to manage projects assigned to the department by preparing tender documents,
technical drawings, evaluation, supervision etc. in line with defined standards to support successful
achievement of unit objectives.
Develop and recommend network plans which optimize profitability and growth opportunities based
on the best analytical support including market projections, growth opportunities, technical feasibility,
management considerations, and market requirements against an identified set of risk factors.
New Business Development
Prepare project presentations / proposals as requested by senior management, considering all
aspects of the project to facilitate effective negotiations.
Perform initial research on identified investment initiatives and prepare technical models as per
standard processes/agreed methodology, under the guidance of the Manager in order to facilitate
accurate evaluation of economic performance/risk assessment.
Prepare contract documentation as per guidelines provided by Manager and ensure clarity in scope
of work, project deliverables and time frames while adhering to procedures/ standards.
Data Analytics
Carry out data analytics to support site identification and support negotiations in line with the defined
business development strategy.
Participate/ conduct comprehensive technical and utilities studies to support managerial decision
making on selection of best locations for network expansions.
Support the conducting of head lease analysis in line with defined plan and protocols.
Asses and grade network property to ensure that operational capabilities of real estate are utilized
optimally.
Market Intelligence
Keep abreast of new regulations/ policies that may affect the investments and proactively carry out
research in to prevailing market trends / strategies and strengthen market intelligence of team in order
to facilitate management decision-making in determining market opportunities and development
metrics.
Relationship Management
Develop and maintain effective business relationships with all relevant external/internal entities such as
potential clients, service providers etc with highest standards of business ethics, whilst promptly
attending to all critical issues in-order to ensure the services required by the organization are delivered
in the most effective manner.
Reporting
Establish reports and insights, in line with strategy and guidelines, to capture most important findings
ready for communication towards management.
Prepare relevant materials for meetings and presentations, in line with the agreed-upon content to
ensure that the information shared is relevant, correct and timely available.

Supervision
Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
Train and develop the assigned staff on relevant skills to enable them to become proficient on the job
and deliver the respective section objectives.
Budgets
Provide input for preparation of the functional budgets and assist in the implementation of the approved
Budget and work plans to deliver Section objectives.
Investigate and highlight any significant variances to support effective performance and cost control
Policies, Systems, Processes & Procedures
Implement approved Section / Department policies, processes, systems, standards and procedures in
order to support execution of the Sections / Department work programs in line with Company and
International standards.
Performance Management
Contribute to the achievement of the approved Performance Objectives for the function in line with the
Company Performance framework.
Innovation and Continuous Improvement
Design and implement new tools and techniques to improve the quality and efficiency of operational
processes.
Identify improvements in internal processes against best practices in pursuit of greater efficiency in line
with best Industry standards in order to define intelligent solutions for issues confronting the function.
Health, Safety, Environment (HSE) and Sustainability
Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability
guidelines in line with international standards, best practices and the
Code of Practices.
Reports
Provide inputs to prepare Section MIS and progress reports for Company Management.
