Your Opportunity:


Stantecs Management Consulting Group in the Middle East is looking for a highly experienced, results-oriented Lead Technical Advisor (PPP Projects) to provide consulting advisory services to one of our clients on Public Private Partnership (PPP) projects in the State of Qatar.

Your Key Responsibilities:


In this role, you will be responsible for supporting the Stantec Management Consulting Team in Qatar in providing consulting services to clients in the development and procurement of PPP projects in the State of Qatar. The candidate for this position will be working from our office, and this is a client-facing position.

Key responsibilities include (but are not limited to):
Lead the technical aspect of a PPP Project and provide consulting support and preparation of:

  • Project Lead the technical aspect of a PPP Project and provide advice to the client on:
  • o Market Study
    o Business Case development and approval
    o Technical support with Partnership agreements and contracts
    o Preparation of Request for Proposals (RFP)
    o Tendering and Evaluation
    o Selection, notification, and negotiation support with the preferred proponent(s)
    o Support the client during Commercial and Financial close stages
  • Prepare presentations, technical briefs and present to external and internal stakeholders at all levels to accomplish the client's PPP program goals.

      Key Experience Requirements:

      To be considered for this role, the following are essential experience areas to be demonstrated by the job applicant:

      1. PPP Project Business case preparation, feasibility studies, and report preparation
      2. Experience with PPP Projects in the pre-construction phase
      3. Experience with PPP Project Agreements and RFPs
      4. Experience with Commercial Close and Financial Close Stages of a PPP Project
      5. Experience with advising clients during all stages of a PPP Project.


      Qualifications:

      • Ability to work independently to firm deadlines and to manage multiple competing priorities.
      • Enjoy working in a fast-paced, collaborative team environment.
      • Time-management skills and ability to work under pressure with dynamic deadlines.
      • Ability to work in a multi-cultural work environment and build effective relationships with the Client.
      • Advanced PowerPoint skills to develop dynamic stories and present analyses are required.
      • Well-developed written communication skills in the preparation of presentations, technical reports, correspondence, and proposals are mandatory.
      • Excellent oral and written English skills.
        Working knowledge of Hospital (Inpatient and outpatient) services-related project management is considered an asset.
      • Exposure to and experience with Clients in client-facing roles.

      Education and Experience:

      • Bachelor's or master's degree in engineering, business development, business administration, or a related field.
      • A minimum of 20 years of postgraduate work experience is required as per the client's requirements
