Stantec is looking for construction administration and management professionals to act as owner representatives on multiple sites across the Kingdom of Saudi Arabia to supervise the construction of buildings and facilities related to government and defense projects. The candidate's responsibilities include project management, contract administration, engineering inspections, quality assurance, reporting on progress, and health and safety inspection. Bilingual Arabic/English ability is a must. Experience with government and defense facilities is a plus.

Responsibilities: 

  • Serves as technical professional engineer advising CLIENT for one or more program areas that involve substantial and exceptionally complex engineering aspects relating to the design,
    implementation, and administration of technical projects for road and irrigation systems, bridges, facilities, etc.
  • Review designs, drawings, specifications, detailed engineering plans, and cost estimate submittals for compliance with project requirements.
  • Reviews, evaluates and makes professional recommendations to CLIENT personnel concerning the engineering feasibility of plans developed by proposers of projects.
  • Monitors the adequacy and acceptability of the engineering aspects of project construction work through field inspections, review of Contractor reports, and meetings with project personnel.
  • Provides safety oversight, documentation of such oversight, and directs corrective actions in cases of life-threatening situations as required to ensure worker safety during the performance of Contractor executed mechanical engineering projects or project tasks.
  • Submits reports to CLIENT personnel on project progress, including professional analyses of
    engineering and related problems and recommendations for corrective action.
  • Maintains liaison with CLIENT personnel and Contractors responsible for project implementation, scheduling, procurement, and compliance with local building and construction codes to facilitate
    the resolution of problems.
  • May supervise a contractor staff of engineering draftsmen, engineering inspectors, clerical support
    personnel, and, where needed, other engineers employed under this contract.
  • Assists CLIENT personnel in training and mentoring initiatives by providing subject matter
    expertise and conveying cultural meaning and intent; e.g., coordinates, plans, develops, and evaluates training, training needs, and course objectives.
  • Provides translation services, oral and written for CLIENT staff, as needed.
  • Performs other duties as assigned.

Qualifications:

  • B.S. or equivalent collegiate degree in civil or other appropriate engineering field
  • Minimum of 10 years overall experience
  • At least 7 years of progressively responsible experience in Engineering
  • Expert knowledge of the field of engineering in which engaged and sound knowledge of allied
    fields bearing upon the engineering work involved.
  • Expert knowledge of building and construction practices and knowledge of building and
    construction codes.
  • Substantial skill in preparing engineering reports, specifications, and related materials in English
  • Level 3 English language ability (fluent) and ability to speak and read Arabic.
  • Ability to use a variety of office equipment (i.e. computers running MS Office (Word, Excel,
    Outlook, PowerPoint), copiers, scanners, and digital cameras).
  • Ability to work as part of a multidisciplinary team.
