Responsibilities:

  • Working alongside CLIENT Roads Operations and Maintenance Engineers to successfully implement and manage a multi-year area-based Roads Performance-based operation and maintenance(O&M) Contract.
  • Review and analyze Assets Performance Measures and Outcome Targets within the Roads Right-of-Way (ROW)
  • Review the existing Roads O&M processes and procedures to determine their ability to provide services that meet the needs of Network users.
  • Must have a reasonable degree of knowledge of O&M of various types of typical Assets within the roads ROW
  • Provide support to the Roads Operation and Maintenance(O&M) Department in the management and administration of the O&M Work Contracts to ensure the full Corridor Management services are being provided by maintenance Contractors on behalf of the CLIENT.
  • Analyze the existing procedures and strategies in the Roads O&M department and prepare recommendations for improvement.
  • Develop new processes for the Roads Performance-based O&M Contract to ensure the CLIENT transitions to the new way of operating and managing its roads network
  • Identify and implement changes in the Roads O&M department to ensure an effective transition of the new Roads Performance-based O&M Contracts
  • Identify and recommend Roads O&M Department Management pathways to improve the Network Level of Service.
  • Review and evaluate the existing Roads O&M working standards and identify areas which require further procurement and/or management of outsourced O&M Work contracts.
  • Contribute to the implementation of a comprehensive knowledge transfer process which will be in effect throughout the contract duration to guarantee the structured learning and development of CLIENT personnel.
  • Supervise the transfer of knowledge assessment through appraisals and implement succession planning processes to ensure that CLIENT retains core knowledge, skills, and expertise.
  • Review essential supply chains to ensure they are functioning optimally in support of CLIENTs assets and networks.
  • Contribute to the development of strategies to support Qatarization initiatives and Organizational development activities.
  • Review and support in the development and contribution of National Development Strategies and its Strategies associated to CLIENT on behalf of Asset Affairs.
  • Review and support in the development of QMS Processes for Roads O&M Department.

Qualifications:

  • Either a bachelors degree in engineering or a masters degree in engineering or in a relevant discipline from a Western Country is a MUST.
  • Required relevant Chartered status and Professional License(s)
  • A minimum of 14 years of experience in roads operations, maintenance, and management, with at least 5 years direct experience in O&M is MANDATORY.
  • A masters degree from a Western country with a minimum of 12 years of experience will be acceptable
  • Both regional and international experience is required
  • Strong leadership and team management skills.
  • Excellent communication and interpersonal abilities.
  • Knowledge of current trends and technologies in the public sector, particularly innovations in the Roads O&M practices.
  • Excellent knowledge of Microsoft Office Packages and other tools for daily business needs.
  • Has worked in the development and implementation of QMS processes for Roads O&M.
