Responsibilities:
Manage Pre-tender to Post-Contract stages, manage risk and control cost
Monitor and respond to tender enquiries, analyze, review and prepare tender pricing analysis for Contract & Purchasing Manager’s review.
Highlight and list down deviations or special requirements during tender stage and clarify with Main Contractors, if necessary.
Responsible for submission of tenders, prepare and manage contracts and highlight or advise on any contractual matters.
Coordinates and arrange site visit (if necessary), to get relevant details required for Pre-tender stages.
Prepare Tender Analysis upon every tender submission for management’s information and review.
Prepare contract documents, quantity take-off (if necessary), monitor variation work, provide cost estimation and manage cost information.
Preparation of project budget for management’s approval upon project award.
Organize kick-off meetings with various departments for every project being awarded to brief on project schedule, procurement planning and delivery schedule
Sourcing of pricings for materials or subcontract work and prepare cost comparison for pricing analysis purposes and discuss with management
Arrange and carry out tender Interviews, negotiate of price with suppliers and subcontractors including of preparation of sub-contract agreement/letter of award
Responds to all subcontractors or Supplier’s progress claims. Evaluate, certify and issue Payment Response to subcontractors within the monthly time frame as set out in Security of Payments Acts (SOP).
Responsible to all projects’ monthly progress claim submission to the customers. Ensure that the customers’ Payment Response are issued within the monthly time frame as set out in Security of Payments Acts (SOP).
Project administration and documentation including closing of final accounts with the subcontractors / suppliers and clients.
Ensure customers’ requirement are determined and met, thus enhance customer satisfaction.
Train, brief & supervise work (to quantity surveyor) and control process to work instructions / standard work methods and process plans.
Perform any other duties as assigned by the Management and the designated Manager.

Requirements:
Bachelor degree in Civil Engineering / Building / Quantity Surveying or equivalent.
Minimum 5 years of relevant work experience in Quantity Surveying in a precast concrete / construction industry.
Knowledge of Security of Payment Acts
Proficient in MS Office.
Possess good problem definition / analytical and problem-solving skills.
Strong verbal and written communication skills + customer relation skills.
Able to adopt and work in a fast-pace environment
Possess teamwork spirit to work with the quantity surveyors and Purchasers to get the task done
Possess positive working attitudes and sociable with colleagues
Show independency ability to multi-task, prioritize and organize tasks
