An immediate opening for a Management Consultant in Human Capital Management.
Specific Enagement Tasks:
- Collaborate with stakeholders to draft or revise supplemental guidance and communications products to assist in the development or revision of agency policies and procedures.
- Cultivate university engagement via outreach initiatives to continue DoD and academic collaboration in cross-sector cyber, IT and cyber operations. Leverage established relationships with National Centers of Academic Excellence in Cybersecurity (NCAE-C), Senior Military Colleges (SMC), VICEROY, National Defense University (NDU) to host community of practice meetings, share program successes, and review lessons learned.
- Provide support and expertise in facilitating the application review and selection process. This involves collaborating closely with the client or organization responsible for managing the applications.
- Support the implementation and administration of workforce-wide development opportunities to encourage program success. Leverage lessons learned that are scalable to the cyber workforce such as the Cyber Workforce Rotational Program, Cyber Information Technology Exchange Program (CITEP) and Cyber Service Academy (CSA).
- Support processes to monitoring and assess implementation according to executive priorities, goals, objectives, and milestones. Provide expertise to inform leadership in making strategic and management decisions.in developing analytics supporting Cyber workforce statutory and policy reporting that integrates with existing reporting requirements.
Primary Responsibilities:
- Conducts organizational studies and evaluations, designs systems and procedures, conducts work simplification and measurement studies, and prepares reports, procedures, draft regulations, guidelines, briefings, and related documentation to assist management in operating more efficiently and effectively.
- Performs data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives.
- Performs research and prepares and conducts business analyses and studies, needs assessments, requirements analysis/definition and cost/benefit analyses to align business systems, solutions, and initiatives.
- Develops, analyzes, evaluates, advises on, and or improves the effectiveness of management controls, processes, information and documentation systems, and similar functions of management.
- Develops business methods for problem solving, process change, and solutions implementation ensuring enterprise-wide integration.
- Identifies best practices, assesses performance measurement, and research, collect, and verify data and translates it into strategic and operational guidance.
- Guides and assists clients through a wide range of management and organizational and business improvement and modernization initiatives.
- Supports customer requirements for communication of organizational vision, mission, and strategy.
- Prepares background papers, briefings, and speeches; creates web and portal content; and performs similar organizational messaging activities.
- Supports customers in the development, implementation, and maintenance of strategy, doctrine, standards, policies, and procedures.
- Possesses and applies a comprehensive knowledge across key tasks and high impact assignments.
- Plans and leads major work assignments.
- Evaluates performance results and recommends major changes affecting short-term project growth and success.
- Functions as a technical expert across multiple project assignments.
- Directs the activities of more junior personnel or other staff as necessary. May supervise others.
Qualifications
Must be a US Citizen
MUST HAVE A CLEARANCE OF SECRET or higher
- BS Degree in related field and 5 years general experience in Human Capital Management. Four (4) years relevant experience may be substituted for Bachelors Degree.
