Overview
The Australian Cyber Security Centre (ACSC) is based within the Australian Signals Directorate (ASD). The ACSC leads the Australian Governments effort to improve cyber security. Our role is to help make Australian the most secure place to connect online.
REDSPICE is the most significant single investment in the ASDs 75 years. It responds to the deteriorating strategic circumstances in our region, characterised by rapid military expansion, growing coercive behaviour and increased cyber attacks. Through REDSPICE, ASD will deliver forward-looking capabilities essential to maintaining Australia's strategic advantage and capability edge over the coming decade and beyond.
ACD Branch was established under REDSPICE to develop a scalable and integrated Active Cyber Defence capability, enabling ASD to operationalise threat intelligence at speed to proactively defend critical Australian systems.
ACD Branch requires a team of four (4) SFIA Level 5 contractors (with a minimum of two contractors NV2 cleared) as follows:
- one (1) Systems Development Manager
- one (1) Systems Designer
- one (1) Solution Architect
- one (1) Project Manager.
The team will plan, manage and lead the scoping of the Active Cyber Defence Management System (ACDMS) capability.
The team will be accountable under general direction to work with a wide range of stakeholders, have effective communication skills and document outcomes as they progress their planning, scoping and requirements definition work. The team will facilitate and conduct workshops and engage with stakeholders to develop user stories, process flows and capture and articulate business and technical requirements.
They will additionally work with ASD business and technical staff to capture functional system/capability requirements and develop supporting system/capability/project artefacts such as operational concepts, project plans and transition support plans.
The successful candidates will be required to work cohesively and communicate effectively across ACD Branch to ensure the requirements across the different sections, and the broader ASD community, are accurately captured and considered throughout the process.
The team will be responsible for:
- Taking strategic guidance and leading stakeholder engagement across ASD to define and plan the ACDMS including (but not limited to):
- Producing an ACDMS Concept of Operations (CONOPS)
- Distilling guidance and engagement outcomes into a list of business, technical, system
- Producing supporting technical wire diagrams, Operational Viewpoint 1 (OV1s), etc.
- Establishing the relative governance structure and working groups required to bring the requisite stakeholders together including (but not limited to):
- Representing ACD equites in broader forums.
- Documenting an acquisition strategy and drafting the relevant supporting procurement artefacts including (but not limited to):
- Produce an ACDMS Implementation Roadmap.
- Producing supporting project documentation including (but not limited to):
- Establishment and ongoing management of a risk register
- Project plan
- Cost model.
- The preparation of progress updates, presentations, talking points, meeting administration, record keeping etc. may be required (as they relate to the above deliverables).
- Liaising with broader ASD Project Boards to ensure ACD Branch requirements are appropriately captured and addressed in system concept and development stages.
- Engaging with existing ASD capability management teams to ensure alignment and de-confliction.
NOTE: An Organisational Suitability Assessment (OSA) is an ASD policy requirement (ASD-POL-014) for contractors who will be engaged for a period in excess of 12 months, in aggregation, within any three year period. OSAs are conducted to determine a persons suitability to work in ASD. Before submitting an application for this role, the applicant must have considered their preparedness for questions that may include the following topics: personal relationships, living circumstances, personal values, financial situation, physical and mental health history including substance use, and any civil and/or military record. In accordance with ASD-POL-014, candidates are not entitled to feedback or a review of their OSA outcome.
All contracted staff must hold an Australian Government issued security clearance at the level required for the role they are engaged to perform prior to commencement in ASD.

Essential Criteria
1. Ability to define, document and carry out projects or reviews, including being able to understand and discuss technical capability and technology solutions.
2. Ability to perform capability and requirements analysis, detailing the current state and determining capability needs to reach the future/intended state.
3. Ability to work with stakeholders to capture needs across the technical, process and resource domains.
4. Ability to prepare reports including the presentation of findings and proposed solutions.
5. High-level proficiency in the use of Microsoft Office suite products including: a. Word: styles, formatting, templates. b. Excel: referential formulae, financial planning and actuals records. c. PowerPoint: professional slide decks for Executive briefings; master layout changes. d. Project: schedule maintenance and analysis.
Desirable Criteria
1. Qualifications in program/project management methodologies (E.g. PRINCE2, Agile2, PMP, etc.)
2. Qualifications in system lifecycle management frameworks (E.g. ITIL, COBIT5, ISO 27001: Lead Implementer, etc.)
3. Qualifications in enterprise/technology architecture (TOGAF, SABSA, Zachman, etc.)
4. Industry qualifications or certifications in technology products/domains (E.g. computing technologies, cloud certifications, software architecture/development qualifications, etc.)
