Capability Definition Manager

 Job Description:

The CDM will provide program and project management support services to the Capability Definition team by leveraging Cyberspace Operations Systems Program Office (COSPO) Program Management Office (PMO), JCG Program Support Office, Contestability Division, Force Design Division, Force Integration Division and Australian Signals Directorate support services.

The CDM will also provide requirements engineering and technical support services to the Capability Definition team by leveraging support services from the projects Engineering, Integrated Logistics Services, Future Systems Development teams and Defence Science and Technology Group.

The CDM is accountable for ensuring they have knowledge of and compliance with relevant financial and legislative frameworks, Commonwealth Government decision-making, and Defences directives and policy requirements.

Essential:

  • Tertiary qualifications in Engineering (preferable software or computing engineering), Information Technology, Computer Science, or a related discipline.

Desirable: :

  • Tertiary qualifications in Program Management and/or Project Management.
  • Tertiary qualifications in Commerce or Business Administration.
  • Degree or diploma in Government Procurement and Contracting.
  • Degree or Qualifications in Cyber Security and/or ICT Security
  • Qualifications in program and project management methodologies (i.e. MSP, AgilePM, PRINCE2 Agile and and/or PMBOK).
  • Qualifications in ICT service support and delivery (e.g. ITIL).

Qualifications in Test and Evaluation.

Experience 

Essential:

  • Experience in Australian Federal Government (or Defence-specific) program and project management for capability delivery.
  • Experience with working in complex capability delivery programs or projects.
  • Experience in financial management and cost modelling.
  • Experience in strategy development and strategic writing.
  • Experience in requirements elicitation across stakeholder communities.
  • Experience with working in software development projects and/or cyber security projects.
  • Experience in developing requirements documentation and enterprise architectural/modelling artefacts, and technical writing.
  • Experience in preparing business and financial approval submissions and briefs to a high standard, suitable for senior organisational committees and Government.
  • Demonstrated ability to engage and communicate effectively with a wide range of internal and external stakeholders across all levels.
  • Demonstrated ability to achieve deliverables within challenging and tight timeframes.

Desirable:

  • Experience with Defence Capability Policy Framework and Gate/Pass Approval development work.
  • Experience with Defences Product Life Cycle Guidance and associated processes for delivering capability.
  • Experience in First to Second Pass project development work.

Experience in preparing Ministerial and Cabinet documentation.
