Overview

The Australian Cyber Security Centre (ACSC) is based within the Australian Signals Directorate (ASD). The ACSC leads the Australian Governments effort to improve cyber security. Our role is to help make Australian the most secure place to connect online.

REDSPICE is the most significant single investment in the ASDs 75 years. It responds to the deteriorating strategic circumstances in our region, characterised by rapid military expansion, growing coercive behaviour and increased cyber attacks. Through REDSPICE, ASD will deliver forward-looking capabilities essential to maintaining Australia's strategic advantage and capability edge over the coming decade and beyond.

ACD Branch was established under REDSPICE to develop a scalable and integrated Active Cyber Defence capability, enabling ASD to operationalise threat intelligence at speed to proactively defend critical Australian systems.

The ASDs ACSC National Exercise Program (NEP) are seeking a SFIA Level 5 contractor resource or embedded expert Cyber Exercise Design Specialist to develop exercise & workshop scenarios including technical artefacts and supporting material. The scenarios, artefacts and material developed will be used to expand our existing library of material.

We would expect the Cyber Exercise Design Specialist to work with ACSC NEP team 3 days a week for an initial period from February-June 2023 with scope for extension.

During this time the contractor or embedded expert would be expected to develop exercise and workshop scenario material as outlined in Attachment A: Output Table Exercise and Workshop Scenario Material document, and as directed by NEP staff on a day-to-day basis.

Essential Criteria

1. Ability to develop discussion and functional exercise scenario packages including general ideas, scenarios, timelines, master schedule of events, inject/control documents, technical artefacts and evaluation data collection templates and guides.

2. Ability to work with stakeholders to capture needs across the technical, process and resource domains.

3. Ability to prepare reports including the presentation of findings and proposed solutions.

4. High-level proficiency in the use of Microsoft Office suite products including: a. Word: styles, formatting, templates. b. Excel: referential formulae, financial planning and actuals records. c. PowerPoint: professional slide decks for Executive briefings; master layout changes. d. Project: schedule maintenance and analysis.

Desirable Criteria

1.Previous experience in the development, delivery and evaluation of exercises/training.

2. Previous experience in the development, delivery and evaluation of cyber security exercises/training.
