Overview

The Department of Agriculture, Fisheries and Forestry (DAFF) has multiple requirements for Program Managers to manage the delivery of inflight and upcoming transformation within the Australian Bureau of Agricultural and Resource Economics and Sciences (ABARES) Division.

The Australian Bureau of Agricultural and Resource Economics and Sciences (ABARES) provides economic analysis, data and research to inform policy and decision-making in Australias agriculture, fisheries and forestry sectors. ABARES has capabilities in the fields of economics, science, and social science. Issues we are currently engaged with include understanding the drivers of agricultural output, climate change, biosecurity, trade and sustainability. Our mission is to develop an inclusive, collaborative and innovative culture as we produce high quality analysis and research on current and emerging issues.

ABARES is in the early stages of a major digital transformation program working to modernise all aspects of business operations and their supporting systems.

The successful candidates are expected to have:

  • Program Management (or 5+ Project Management) experience in the management and delivery of an ICT Program or multiple projects.
  • Ability to use, adapt, and work across various delivery methodologies (such as waterfall, Agile, hybrid).
  • Significant experience working with and influencing internal and external stakeholders and partners to plan and successfully deliver programs and projects within scope, schedule, and budget constraints.
  • Experience in building and promoting program vision and developing a collaborative team culture and approach to delivery of program objectives and benefits.
  • Experience in developing and presenting Board papers and briefing materials for SES audiences.
  • Demonstrated experience with program governance, including planning, financials, reporting, risks and issues, dependency management, etc.
  • Experience with Federal Government procurement processes to successfully engage and manage 3rd party vendors.
  • High level interpersonal skills with the ability to build strong relationships and liaise effectively with a wide range of stakeholders.
  • Excellent verbal and written communication skills to present and communicate information and expectations to stakeholders at all levels.
  • Personal resilience and flexibility to deal with ambiguity and conflicting priorities to successfully deliver under pressure within a challenging environment.

Essential Criteria

1. Program (or 5+ years Project) Management experience in delivery of a large and/or complex ICT Program(s). Demonstrated experience working with and influencing internal and external stakeholders and partners to plan and successfully deliver programs and projects within scope, schedule, and budget constraints. Demonstrated experience with program governance, including planning, financials, reporting, risks and issues, dependency management, etc. Ability to use, adapt, and work across various delivery methodologies to successfully deliver program outcomes (such as waterfall, Agile, hybrid). Experience with Federal Government procurement processes to successfully engage and manage 3rd party vendors. Demonstrated ability to build and lead several multi-disciplinary teams to effectively deliver results and positively respond to change. Ability to build and promote program vision and to develop a collaborative team culture. Demonstrated ability to engage and manage third-party vendors and contracts to ensure successful delivery of requirements.

2. Well-developed communication skills. Experience in developing and presenting Board papers and briefing materials SES audiences. Demonstrated ability to build strong relationships and liaise effectively with various stakeholders. Demonstrated personal resilience and flexibility to deal with ambiguity and conflicting priorities to successfully deliver under pressure within a challenging environment Experience working in Federal Government agencies. Project management qualifications and certification are highly desirable. Agile project delivery and related tools are highly desirable: - Scrum Master experience and/or qualifications - SAFe Agile - Microsoft Azure DevOps / JIRA Knowledge of Essential Eight, ISM, and Security Maturity requirements will be highly regarded.
