- PEMS is an online, secure portal that enables parliamentarians and their staff to claim and manage expenses via a SAP based system. It has modernised and streamlined the management, processing, audit and reporting of Office and Travel expense claims and management of HR and Payroll.
- The PEMS Program Manager will play an important role in the delivery of key business projects and programs, supporting the Assistant Secretary to ensure quality, cost effective and timely results. They will contribute to relevant medium to long-term strategies and frameworks and to entity wide improvements in business processes and be innovative in responding to changing environments and business needs.
- Proposed Personnel should be motivated, self-starters who are able to work independently as well as collaboratively within the broader team. The successful candidate/s will champion the Finances program of work and be responsible for:
- collaboration with stakeholders to coordinate a range of activities supporting the success of PEMS, including building effective relationships that collaboratively deliver system improvements
- create systems and processes to deliver PEMS functionality including system enhancements
- maintain an ongoing process to prioritise future system changes
- undertake project reviews and audits
- collaborate with Ministerial and Parliamentary Services (MaPS), Independent Parliamentary Expenses Authority (IPEA) business areas and Finance third parties in the investigation and resolution of system issues
- identify innovation opportunities and provide responsive business aligned solutions and advice that deliver a sustainable, efficient and effective program
- provide input to the PEMS project governance groups
- assist in the ongoing improvement initiatives for PEMS
- develop New Policy Proposals, finance bids and bid comeback papers
- oversee and ensure effective program support of PEMS across MaPS, IPEA and the Service Delivery Office (SDO)
- design the change and release schedule including the planning, coordination and management of system testing across business
- oversee the assessment of the priority of change requests, system incidents and problems, and escalating issues and risks across MaPS and IPEA
- work independently on program initiatives
- contribute to the creation of dashboards on key reporting elements
- mentor and transfer skills of both technical and business knowledge
- coordinate project reviews and provide input into reports and briefings, and
- foster a positive work culture and inspire staff to achieve quality outputs and outcomes.
- The specified personnel should have the following experience/skills
- SAP system and SAP system deployment project management experience is highly desirable
- strong analytical and problem solving skills
- data literacy skills
- effective writing and verbal communication skills
- project management experience
- time management and prioritisation skills
- fast to learn new systems and tools
- high level of attention to detail
- high level stakeholder relationship development and management skills
- Proactive, dependable, accountable and delivers high quality work, and
