Overview
The Australian Cyber Security Centre (ACSC), ACD Branch requires the services of one (1) suitably qualified Solutions Analyst (SA). The SA will plan, manage and lead a user requirements study across the Australian Signals Directorate (ASD).
The Australian Cyber Security Centre (ACSC) is based within the Australian Signals Directorate (ASD). The ACSC leads the Australian Governments effort to improve cyber security. Our role is to help make Australian the most secure place to connect online.
REDSPICE is the most significant single investment in the ASDs 75 years. It responds to the deteriorating strategic circumstances in our region, characterised by rapid military expansion, growing coercive behaviour and increased cyber attacks. Through REDSPICE, ASD will deliver forward-looking capabilities essential to maintaining Australia's strategic advantage and capability edge over the coming decade and beyond.
ACD Branch was established under REDSPICE to develop a scalable and integrated Active Cyber Defence capability, enabling ASD to operationalise threat intelligence at speed to proactively defend critical Australian systems.
The ACD branch is developing an Information Management Solution (IMS) to centrally store information about Australias critical systems for use across ASD to prioritise and align efforts to harden, defend and protect critical infrastructure.
The IMS is a database that contains information about the information technology and operational technology networks of critical infrastructure sites. It will allow for anonymised data ingestion and aggregation from many sources. Its utility is heavily dependent on productive engagement with stakeholders. It will inform the prioritisation and alignment of ASD efforts and will allow anonymised reporting outputs and the ability to prioritise assistance for research, development and uplift.
ASD will use the tool to support delivery of the 2021 REDSPICE strategy:
- Scaling up cyber effects through deeper cooperation with allies and international partners.
- Enhanced national cyber defence through increased visibility of vulnerabilities in Australias most critical systems;
- Increase resilience of critical infrastructure against sophisticated cyber-attacks though targeted advisories and enhanced network snapshots;
- Mapping of national vulnerability to shape capability and acquisitions.
A possible solution is at Proof of Concept (PoC) stage. A user requirements study across ASD is now needed to determine if the possible solution is suitable and to develop the PoC to enterprise solution.
ACD Branch requires the services of one (1) suitably qualified Solutions Analyst (SA). The SA will plan, manage and lead a user requirements study across ASD which will assist in the development of an existing proof of concept to an enterprise solution, or advise if the proposed tool is not suitable.
The SA will be accountable under general direction to work with a wide range of stakeholders, have effective communication skills and document outcomes as they progress their review.
The successful candidate will be required to work cohesively and communicate effectively across ASD to ensure the requirements are accurately captured and considered throughout the process.
Indicative duties include, but are not limited to:
- Deliver a single ACD Information Management Solution user requirements and solutions final report;
- Plan, manage and lead an ACD information management user requirements study across ASD;
- Work with a wide range of stakeholders;
- Document outcomes as they progress their review;
- Work cohesively and communicate effectively across ACD Branch to ensure the requirements across the different sections, and the broader ASD community, are accurately captured and considered throughout the process;
- Identify all of ASDs information requirements that need to be captured in the Information Management solution and document these in a written report that includes:
- Identification of any existing ASD tools or databases where they may be duplication, or an opportunity for integration.
- A cost benefit analysis for each tool identified (including existing tools).
- An assessment of the suitability of the proposed solution to capture and display the user requirements.
- The appropriateness of the user experience of this tool.
- Any commercial solutions to capture and display the user requirements, including adaptability if new information requirements are identified in future.
- Any training requirements for users of the tool.
- Any associated costings for tools and training.
- Provide weekly progress updates;
- Prepare presentations on an as-required basis;
- Prepare talking points;
- Conduct meeting administration, including arranging and record keeping (as they relate to the above deliverables);
- Liaise with broader ASD Project Boards to ensure ACD Branch requirements are appropriately captured and addressed in system concept and development stages;
- Engage with existing ASD capability management teams to ensure alignment and de-confliction;
- Research any rules that might impact solution delivery, such as compliance, data governance, or organisational mandates.

Essential Criteria
1. Ability to work with stakeholders to capture needs across the technical, process and resource domains to develop a functional requirements specification.
2. Ability to define, document and carry out projects or reviews, including being able to understand and discuss technical capability and technology solutions.
3. Ability to perform gap analysis, detailing the current state and determining capability needs to reach the future/intended state.
4. Ability to prepare reports including the presentation of findings and proposed solutions.
5. High-level proficiency in the use of Microsoft Office suite products including: a. Word: styles, formatting, templates. b. Excel: referential formulae, financial planning and actuals records. c. PowerPoint: professional slide decks for Executive briefings; master layout changes. d. Project: schedule maintenance and analysis
Desirable Criteria

2. Demonstrated experience in supporting a technical project and/or review
