Technical Analyst baseline

Hydrographic Systems Program Office (HSPO) Projects Department requires a suitably qualified and experienced senior Technical Analyst/Junior Engineer for an initial 12 month period.

The HSPO Projects Technical Analyst/Junior Engineer will be a member of a small team and with limited guidance from a suitably qualified officer, undertake complex, technical and/or drafting work and investigations requiring initiative and judgement in the applications of established engineering principles, techniques and methods.

The following experience and qualifications are required:

a. Specialist Engineering (Maritime Systems or Systems Engineering) CASG Technical Delegation Level 5 (Level 4 Highly Desirable); and

b. Effective communication and analytical skills.

The following experience and qualifications are highly desirable:

a. CASG Technical Delegation Level 4;

b. Marine Trade or Engineering (Diploma level) qualifications, with a minimum of two years of field experience, with a Certificate IV in a relevant engineering discipline; or Bachelor of Engineering in a relevant field;

c. Project Engineering Support including requirements determination; safety case development; test and evaluation planning etc

d. Defective or Unsatisfactory Materiel (RODUM) system investigations and technical Risk Management System (TRMS);

e. Logistics application systems / maintenance management software tools such as Military Integrated Logistics Information System (MILIS);

f. Experience in managing data and documentation within configuration management software tools such as Configuration Management Tool Land (CMT-L);

g. Conducting technical analysis / investigations to process engineering changes to Army Marine watercraft and equipment/systems;

h. Experience in project management; and

i. Proficiency in computer applications including MS Word and Excel and the ability provide consistent documents based on agreed templates, ensuring strict formatting is adhered to.

4. The following experience and qualifications are advantageous:

a. Experience in commercial, finance (Simple/Basic Procurement) and business support fields.

5. The resource will be supported by subject matter experts within HSPO to achieve these outcomes and would be expected to develop and maintain close working relationships with all relevant stakeholders including:

a. HSPO Project Manager - Liaison for all aspects of the contractors commodities;

b. HSPO Project Engineer - Liaison on all engineering aspects of delivery of the commodities

6. The work the resource can be expected to perform will include but not necessarily be limited to:

a. Provide technical advice for Army capability.

b. Manage, plan, monitor and control the development of configuration changes IAW Configuration Management Policy to meet the priorities for implementation and monitor installation until receipt of configuration change completion reports.

c. Within the relevant engineering discipline undertake project design management tasks in support of an Engineering Services Manager.

d. Manage and process RODUMs, ECPs, and Configuration Management and develop informed practical responses.

e. Undertake and manage tests, measurements, investigations/trials on equipment, and technical facilities/products.

f. Prepare/amend/review technical data in the form of safety case reports, trial reports, test and evaluation reports, drawings, illustrations, specifications, handbooks, manuals, instructions and calculations.

g. Liaise with outside organisations, other sections/clients on technical matters.

h. Liaise with Military Units, Organisations and personnel at various levels of management from COs to soldier.

i. Undertake and manage installations, testing, and modification/maintenance tasks on equipment and systems.

j. Exercise authorised delegations in accordance with Land Materiel Safety Manual and Naval Technical Regulations.

k. Contribute to the corporate goals and values of HSPO organisation.

l. Understand the Operational Command and Control of Logistics at Strategic, Operational and Tactical Levels and its effect.

7. The resource will have the ability to deliver services in the Cairns region. However, flexible working arrangements may be considered at the Commonwealths discretion.

8. The resource must maintain a BASELINE level security clearance.
