Within Chief of Joint Capabilities (CJC) 03 Product Delivery schedule (PdS), the Tactical Data Link

Bureau (TDLB) supports Joint Capabilities Group (JCG) in ensuring that Tactical Data Link (TDL)

platform functionality is correctly implemented so that integration and interoperability within the Joint

Force and with allies and coalition partners is optimised.



TDLB supports implementation of TDL functionality through the provision of specialist Engineering

Advice and Subject Matter Expertise, support to Interoperability Assurance, Test and Evaluation,

Laboratory and Infrastructure services located at 84-90 Maryborough St Fyshwick.



Duties and Tasks



The CJC03 Commercial Lead will be required to provide procurement and contract management support

in JC2SPO. Duties include:

contract management of ASDEFCON contracts for support services and supplies as well as software. For example, activities such as processing contract changes, reviewing contract deliverables, managing contractor performance, leading negotiation with prime contractors, developing s23 approvals, developing contract management plans etc.

leading complex procurement activities and developing request documents. For example, activities such as developing ASDEFCON based contracts, procurement strategies, endorsements to proceed, tender evaluation plans, evaluation reports, liability risk assessments, managing the procurement schedule with the Head/Lead Scheduler etc.

developing APS commercial staff;

coordinating project representation at key contract meetings;

identifying and managing commercial risks;

preparing internal briefs, approval submissions and reports;

participating in contract workshops and forums as required;

assuring compliance with contract requirements and Defence procurement policy;

providing accurate and timely commercial advice and guidance to delegates and stakeholders;

Other ad hoc commercial support as requested.

Relevant skills and experience

significant experience in materiel procurement and/or contract management;

experience identifying and managing commercial risks related to procurement and contract management;

strong understanding of probity requirements for Commonwealth procurement;

excellent communication skills (both written and verbal);

experience managing stakeholder relationships;

extensive knowledge of Commonwealth procurement regulations and policies such as the PGPA Act, procurement connected policies, Commonwealth Procurement Rules etc.;

the ability to work in a team as well as work independently;

the ability to work to tight deadlines;

experience in ASDEFCON suite of contracting templates or equivalent complex contracting documentation;
