Overview

The National Disability Insurance Agency is undertaking major work programs to improve the National Disability Insurance Scheme. The Office of the CIO (OCIO) seeks an experienced Test Manager to support these programs.

The Test Manager has day-to-day responsibility for the integrity, completeness and quality of testing activities and deliverables, assuring quality of the ICT solutions delivered internally by the OCIO and our various Implementation Partners. At a strategic level, the Test Manager will own the OCIO Test Strategy and have accountability for implementing a test automation first approach. They must grow and continually develop new in-house test capabilities, with a clear directive for test automation within the context of CI/CD delivery structures.

The responsibilities of the role include, but are not limited to:

  • Take ownership of the Test Strategy, setting direction for the automation plan and implementation.
  • Provide vision and high-level technical guidance for automation processes and projects.
  • Determine, monitor and improvise automation practice across the OCIO.
  • Develop the test capability, with an emphasis on test automation, utilizing people, processes and technology.
  • Work closely with other leaders in the OCIO to integrate testing seamlessly as part of the broader DevOps CI/CD eco-system, including collaboration with environment managers, infrastructure services, technology leads, and delivery directors.
  • Execute people management over a small cohort of dedicated testers.
  • Ensure material risks associated with an agreed test approach for a project are understood by key delivery stakeholders.
  • Ensure Test Plans developed by Projects teams and Implementation Partners align with the OCIO Test Strategy and are fit-for-purpose.
  • Manage the planning and execution of testing to meet committed delivery dates.
  • Provide regular updates on testing status in consultation with Release Train Engineers.
  • Continually improve testing practices and standards, including tooling, quality insights, metrics, reporting and advanced synthetic testing approaches.
  • Provide authoritative advice and guidance to colleagues on any aspect of testing, including training for testers and other staff where appropriate.

Essential Criteria

1. 810 years supervisory or management experience in leading testing activities in complex environments.

2. Demonstrable experience in thought leadership in the Testing discipline, with an emphasis on Test Automation.

3. Minimum of five years experience in Software Automation, preferably in the design, development and implementation of automated tests, as well as the associated tools, frameworks and infrastructures.

4. Strong understanding of agile and DevOps delivery methodologies and the respective testing implications and best practices.

5. Expert hands-on technical proficiency across a variety of tools, including Selenium and Cucumber.

6. Demonstrated ability to work independently with an aptitude for supervising/directing quality assurance engineers along with a proven history of making product lifecycle process.
