Overview

The OCIO Business Management team requires a Finance Manager to assist the OCIO Business Manager in ensuring the OCIO appropriate management of resources in accordance with the Commonwealth Financial Management framework.

Duties

With limited guidance from the OCIO Business Manager this role will be responsible for the following duties:

  • End of month processing including accruals and oversight of invoice payments.
  • Provide oversight of labour hire procurement activities.
  • Maintenance of the OCIO budget and forecasts.
  • Develop, in conjunction with the Business Manager, the cost allocation model to track and predict expenditure across the OCIO at an application, service and user level.
  • Completion of monthly and ad-hoc financial management responsibilities for the OCIO in accordance with deadlines set by the National Finance team.
  • Financial reporting to the National Finance Team, Project Management Office and OCIO leadership team.
  • Day to day interactions with project managers and OCIO staff on resource management, procurement, and contract issues; and
  • Provide support to the Director in developing financial processes that adhere to the Commonwealth Financial Framework whilst allowing agile service delivery in a complex ever-changing environment.

Essential Criteria

1. Comprehensive knowledge and understanding of Commonwealth Resource Management Frameworks including Commonwealth Procurement Guidelines

2. Demonstrated ability to understand complex ICT issues to tailor financial and procurement support to projects.

3. Demonstrated ability to develop and maintain relationships with internal and external stakeholders.

4. Demonstrated ability to respond to and prioritise competing and often urgent requests in an efficient manner while also maintaining high work standards; and manage confidential and sensitive information.

5. Minimum of 5 years experience providing Financial Management in a Commonwealth Agency, possess relevant academic qualifications with membership of Chartered Accountants Australia and New Zealand (CA), Certified Practising Accountants (CPA) or other equivalent professional finance bodies (or holding equivalent finance related post graduate qualifications)
