JOB PURPOSE
The IoT & Wholesale VAS Roaming Manager is responsible for leading the roaming commercial function for IoT and Wholesale Value-Added Services (VAS) across all Sure Group entities and associated MVNOs.
The role will negotiate and manage roaming and eSIM profile agreements, ensuring alignment with Groups Annual Operating Plan (AOP) and strategic objectives.
Additionally, the role supports the development of a centralized IoT & Wholesale VAS roaming capability across Group, while ensuring seamless technical enablement through close collaboration with internal teams.
The role shall work closely with the Roaming Manger (reporting to the Wholesale Director) who covers the same responsibilities as below for Retail (and domestic MVNO) and inbound revenue.
MAIN DUTIES AND RESPONSIBILITIES
Commercial & Strategic Responsibilities
For the delivery of IoT and VAS services:
- Lead the setup, negotiation, and implementation of new roaming and eSIM profile agreements to ensure optimal global coverage
- Establish, renegotiate, and manage Inter-Operator Tariff (IOT) and discount agreements with key roaming partners, ensuring fully aligned implementation of commercial terms.
- Manage suppliers of DCH/FCH, technical platforms, and administrative roaming services; oversee procurement, commercial negotiations, and re-contracting as required.
- Develop and recommend strategies to strengthen Groups wholesale roaming position in collaboration with the Head of IoT & Wholesale VAS Services.
- Produce monthly and annual financial accruals and develop the annual roaming cost budget.
- Represent Group at GSMA WAS meetings when appropriate.
- Advise senior management on emerging trends in global and local roaming markets, IoT mobility, eSIM technologies, and regulatory changes.
Operational & Technical Coordination
Prioritise and manage IREG testing activities for new network, platform, and technology launches in partnership with the IREG function, sharing resources with the Roaming Manager as required.
Work closely with the IoT Support team to ensure efficient resolution of roaming issues impacting IoT or wholesale partners.
In conjunction with the Wholesale Director set and maintain the IoT/VAS requirement of the Roaming Officer for IREG testing, rates and reach admin, and roaming assurance
Evolve the responsibilities of the role in line with business needs.
Governance, Compliance & Industry Engagement
Maintain strong understanding of IoT, Wholesale VAS, and roaming business models, including regulatory frameworks and GSMA standards.
Ensure compliance with all relevant telecommunications licences, regulatory obligations, and Data Protection legislation.
Adhere to Sures Health & Safety and Information Security policies, including required training and incident reporting procedures.

- Understand and comply with the Health and Safety responsibilities relevant to the role as defined in the Sure Safety Policy
- Work in accordance with the safety procedures and safe working policies of Sure
- Undertake appropriate security awareness training covering information security, data protection, financial crime and payment card data and comply with their information security responsibilities. This awareness training includes understanding of the incident reporting process to be followed in the event of the employee suspecting, causing, or discovering an information security incident.
SKILL REQUIREMENTS
Essential
- Three to five years experience in telecommunications or a related industry
- Strong commercial negotiation and contract management experience, ideally in roaming, IoT connectivity, or wholesale telecoms.
- Solid understanding of roaming operations, eSIM/eUICC technologies, and GSMA standards.
- Experience in Roamsys.
- Strong financial acumen, including forecasting, budgeting, and revenue management related to roaming.
- Experience in roaming technologies such as 2G, 3G, 4G, LTE-M, NB-IOT, RedCap, SGP 22, SGP 32 and eSIM and eUICC and the link between technology an roaming.
- Excellent stakeholder management with ability to work across commercial, operational, and technical teams.
DESIRABLE SKILLS
- Experience in the commercial or accounting functions of mobile telecommunications, preferably roaming.
- Experience managing technical testing cycles (e.g., IREG/TADIG) is an advantage.
- Ability to have direct dialog with customers via the IoT and Wholesales VAS Sales team.
- A general understanding of the telecommunications market and customers
- A general understanding of the financial, sales, marketing and technical telecommunication functions
- General product and project management skills
