Job Summary:
The Property Supervisor is responsible for overseeing day-to-day operations, site maintenance, contractor performance, and resident/tenant relations for assigned properties. This role acts as a primary liaison between operational teams, service contractors, and the Management Corporation (MC). ensuring strict compliance with Strata Management laws, safety standards, and operational guidelines.
Key Responsibilities
1. Operations & Site Management
- Supervise daily operations, cleaning, security, and Mechanical & Electrical (M&E) systems to maintain property standards.
- Conduct regular site inspections to proactively identify defect areas, safety hazards, and needed repair work.
- Coordinate and monitor third-party contractors, vendors, and internal technicians to ensure service quality and SLA delivery.
- Oversee asset register updates and maintain filing systems for work orders, service reports, and inspection logs.
2. Governance, Meetings & Committee Reporting
- Meeting Attendance: Prepare materials for and attend weekly operational syncs, monthly management meetings, and Committee/JMB meetings.
- Reporting: Draft comprehensive monthly operational reports covering maintenance activities, contractor KPIs, financial expenses, and open issues for submission to the Management Committee.
- Ensure operational practices align with the Strata Management Act 2013 (Act 757), statutory regulations, house rules, and local council requirements.
3. Incident Response & Emergency Management
- Ad-Hoc & Emergency Handling: Serve as the main point of contact for urgent property issues, breakdowns, pipe bursts, or security incidents.
- Manage on-call emergency responses during and outside regular office hours to ensure minimal disruption to residents and property.
- Document incident reports following emergency events, outlining root cause, immediate rectifications, and long-term preventative solutions.
4. Tenant & Resident Relations
- Handle inquiries, feedback, and complaints from residents, occupants, and committee members professionally and in a timely manner.
- Manage move-in/move-out processes, unit renovation applications, and compliance with building house rules.
- Assist in monitoring collection status and fee follow-ups where applicable under strata guidelines.
5. Budgeting & Financial Control
- Assist in preparing operating expense budgets and monitoring routine maintenance costs against approved limits.
- Review contractor quotations, invoices, and completion sign-offs prior to payment recommendations.
Requirements
- Education: Bachelor's Degree in Estate Management, Facilities Management, Building Surveying or equivalent.
- Experience: Minimum 2–3 years of hands-on experience in property supervision, strata management, or facilities operations.
- Legal Knowledge: Strong working knowledge of Strata Management law (e.g., Act 757 / Strata Titles), house rules, and regulatory safety compliance (OSHA, Fire Safety).
- Technical Skills: Familiarity with M&E operations (pumps, lifts, gensets, fire systems) and proficiency in Microsoft Office / Property Management Software.
- Soft Skills: Excellent leadership, crisis management, and stakeholder communication skills.
- Availability: Valid driving license and willingness to be on-call for after-hours emergencies or weekend meetings when required.
