About the job IT Project Manager

Job title: IT Project Manager
Company: International Mining Development Project
Area: Ulaanbaatar, Mongolia

Main purpose:

The IT Project Manager owns the delivery of all IT infrastructure on the Production Plant, from requirements through design, construction, testing and handover. This person is the single point of accountability and the interface between three parties:

  • The EPC Contractor
  • The Head Company, which sets the IT and cybersecurity standards the infrastructure must meet.
  • The local Contractor, who produces the low-level design and builds the IT infrastructure.

The role ensures that what is built meets Head Company standards, integrates cleanly with the EPC's industrial network, and is delivered on time, on budget and with full documentation.

Key Responsibilities:

Project Management

  • Develop and maintain the IT project plan, schedule, budget, risk register and RACI.
  • Align IT milestones with the overall plant construction schedule (civil works, cabling, power, commissioning).
  • Run regular progress meetings, track deliverables and report status to management and the Head Company.
  • Manage scope, change requests, claims and variations with contractors.
Stakeholder and Contractor Interface
  • Act as the main technical and commercial interface to the EPC Contractor, the Head Company and the local Contractor.
  • Coordinate the IT/OT boundary with the EPC: demarcation points, IP addressing, routing, firewall rules, remote access and data flows between the industrial network and the corporate network.
  • Translate Head Company IT and cybersecurity standards into clear, enforceable requirements for contractors.
Technical scoping and SOW
  • Prepare the Statement of Work, technical specifications, bill of quantities and acceptance criteria for the local Contractor.
  • Review the local Contractor's low-level design (LLD), bill of materials and configurations for compliance with standards and the high-level design.
  • Define the scope covering structured cabling, network (L2/L3), firewalls, DMZ, wireless, server and data room infrastructure, telephony, CCTV/access control interfaces where relevant, and WAN/internet connectivity.

Quality, Security and compliance

  • Ensure the infrastructure is built in line with Head Company cybersecurity standards (network segmentation, hardening, access control, logging and monitoring)
  • Obtain design approvals and security sign-offs from the Head Company before implementation.
  • Define and oversee test plans: factory acceptance, site acceptance, cabling certification, failover and security testing.
  • Ensure complete as-built documentation and handover to plant IT operations.

Requirements:

  • Bachelor's degree in IT, Computer Engineering, Telecommunications or a related field.
  • 7+ years in IT, including at least 3 years managing infrastructure or network projects of significant scale.
  • Proven experience delivering a greenfield or major infrastructure project (plant, factory, campus or data center), ideally in an industrial or manufacturing environment.
  • Experience managing multiple contractors and coordinating between several organizations.
  • Experience writing SOWs, technical specifications or tender documents.

Technical Knowledge:

  • L2 and L3 networking: VLANs, STP, link aggregation, routing (OSPF/BGP), HSRP/VRRP, QoS.
  • Firewalls, DMZ design, network segmentation and remote access (VPN).
  • Structured cabling and fiber, data room and rack design, power and cooling basics.
  • Wireless LAN, server and virtualization basics, and WAN/internet connectivity.
  • Familiarity with cybersecurity frameworks and standards (e.g., ISO 27001, NIST, IEC 62443).
  • Understanding of the IT/OT boundary in industrial environments (Purdue model, industrial DMZ).
  • Fluent English, written and spoken, is mandatory. The role involves daily communication with the Head Company and international contractors, and producing formal technical and contractual documents.
