Job purpose:

The role involves developing project permitting management plans, representing the company with state authorities, and managing the permitting process for construction facilities.

Duties and Responsibilities

  • Develop project permitting management plans and roadmap.
  • Represent company with the state authorities (CDC, NEMA, NEC, others) to facilitate technical interactions and expedite administrative steps involved with project permit applications.
  • Obtain a full understanding of the Mongolian governmental permitting approval process workflow including specific requirements for each step of the approval process.
  • Interact and organize meetings with relevant state institutions and other organizations regarding the project activity and performance.
  • Liaise with regulatory agencies, stakeholders, experts from relevant state institutions and community members to facilitate effective communication and resolve permitting issues.
  • Timely execute, obtain and renew permitting documents.
  • Establish a framework to manage and control the permitting process, including management of the document flows between the parties.
  • Collaborate with the EPCM to identify permitting requirements and develop strategies for successful applications.
  • Provide advisory assistance in related Mongolian laws to the EPCM and relevant parties.
  • Represent the EPCMs interests when dealing with commercial and non-commercial organizations on issues regarding design approvals and permitting documents.
  • Coordinate the interface between the EPCM, the Local Design Institute and the governmental organisations for timely submission and approval for design validation
  • Conduct the analysis and collection of necessary documents, information, preparing a set of documents, submission to the state and other authorities, obtain technical passports and other mandatory documents for companys construction facilities and other facilities accepted for operation.
  • Prepare necessary reports and information upon requests of the parties concerned.
  • Participate in inspections, meetings conducted by the state authorities and other persons regarding licensing issues and permitting documents.
  • Monitor the permitting documents legislation, including, but not limited to, architectural and construction works, updating the management on intended changes and terms of issuance of permitting documents.
  • Register the permitting documents for construction and renewal thereof, as well as of any other necessary documents.
  • Monitor changes in the legislation concerning necessiry of obtaining of new permitting documents, prepare necessary documents, submit for approvals of the state authorities.

Qualifications and Experience

  • Fluency in English and Mongolian languages
  • Bachelor's degree in Environmental Science, Urban Planning, Law, Engineering, or a related field.
  • Proven experience in permitting within mining, construction, energy sectors in Mongolia.
  • In-depth knowledge of laws, regulatory requirements and permitting processes.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal abilities.
  • Good engagement skills
  • Ability to manage multiple projects and deadlines effectively.
  • Ablility to work independently
  • Efficient in the use of the Microsoft Office suite of programs
