Key Duties and Responsibilities

A. Facilities & Infrastructure Management

  • Manage daily operations and maintenance of:
    • Classrooms, workshops, laboratories
    • Electrical, plumbing, water, and sanitation systems
    • ICT infrastructure (basic coordination with IT teams)
    • Machinery and technical training equipment
  • Develop and implement preventive maintenance plans for school buildings and equipment.
  • Ensure all facilities are safe, functional, and suitable for technical training programs.

B. Technical Equipment & Workshops

  • Oversee installation, operation, and maintenance of:
    • Technical training machinery (automotive, electrical, welding, machining, etc.)
    • Tools and workshop equipment
  • Maintain equipment inventory and service records.
  • Coordinate with instructors to ensure equipment availability for training schedules.

C. Health, Safety & Compliance

  • Ensure compliance with:
    • Cambodian labor law and occupational health & safety (OSH) requirements
    • Ministry of Education, Youth and Sport (MoEYS) or MLVT regulations (for TVET)
    • Fire safety, electrical safety, and environmental standards
  • Conduct regular safety inspections and risk assessments.
  • Lead emergency preparedness (fire drills, evacuation plans).

D. Vendor & Contractor Management

  • Identify, supervise, and evaluate contractors and service providers.
  • Manage repair, construction, and renovation projects.
  • Ensure work quality, safety compliance, and cost control.

E. Budgeting & Asset Management

  • Prepare annual facilities and maintenance budgets.
  • Monitor expenditures and control costs.
  • Maintain accurate asset registers and depreciation records.

F. Team Leadership & Coordination

  • Supervise maintenance staff, technicians, and cleaners.
  • Provide training and performance feedback.
  • Coordinate with:
    • School management
    • Academic departments
    • Donors, NGOs, or government partners (if applicable)

G. Reporting & Documentation

  • Prepare regular reports on:
    • Facility condition
    • Maintenance activities
    • Safety incidents
    • Equipment status
  • Maintain compliance documentation and inspection records.

Job Specification

Education & Qualifications

  • Bachelor's degree in:
    • Engineering (Electrical, Mechanical)
    • Facilities Management
    • Technical Education
    • Or a related field
  • Technical certifications are an advantage (electrical safety, HVAC, OSH, etc.).

Experience

  • Minimum 5–7 years of relevant experience in:
    • Facilities management
    • Technical workshops or industrial environments
    • Educational or TVET institutions (preferred)
  • Experience working in Cambodia or similar developing contexts is highly desirable.

Technical Skills

  • Strong knowledge of:
    • Building systems (electrical, plumbing, water, sanitation)
    • Technical training equipment and workshops
  • Ability to read technical drawings and manuals.
  • Basic computer skills (MS Office, inventory systems).
  • Understanding safety standards and preventive maintenance systems.

Management & Soft Skills

  • Strong organizational and problem-solving skills.
  • Ability to manage multiple priorities with limited resources.
  • Leadership and staff supervision skills.
  • Good communication skills in:
    • Khmer (required)
    • English (preferred, especially in international schools/NGOs)
