Overview of the Role
The Senior Project Planner is a key leadership position within Comin Khmere Co. Ltd., based in Phnom Penh, Cambodia. The role is responsible for leading and overseeing project planning, scheduling, and control activities across complex MEP and EPC projects. The position provides technical guidance to Design, Engineering, Energy Audit, Estimation, Project, and Sales teams, while ensuring projects are delivered efficiently, on time, and in compliance with contractual and technical requirements.
Key Responsibilities
- Lead and implement best practices, standards, and workflows for project planning and project control.
- Develop and maintain comprehensive project schedules, including work breakdown structures, milestones, and deadlines.
- Prepare procurement schedules and manage materials and equipment delivery timelines.
- Collaborate closely with construction teams, site personnel, and other project stakeholders.
- Monitor project timelines and adjust plans to ensure timely and cost-effective project completion.
- Identify opportunities for cost reduction and efficiency improvements.
- Partner with the Project Director or Project Manager to strategically plan and schedule major projects using planning software.
- Plan, review, and coordinate commissioning activities and interfaces with other disciplines.
- Maintain accurate and up-to-date records of project resources, changes, labour, and expenses.
- Promote and adopt technological advancements such as BIM to improve design, quantification, and construction efficiency.
- Interpret and validate technical and design aspects of projects.
- Interpret and apply job contract documents, including FIDIC and other relevant forms of contract.
- Validate project planning prior to project commencement.
- Lead the overall planning process, including design scheduling and cost control optimization.
- Supervise, coach, and allocate work to subordinate team members.
- Manage documentation and actions required for project handover and close-out.
Background and Experience
- Bachelors degree in Electrical or Mechanical Engineering.
- Ongoing Continuous Professional Development (CPD) and relevant professional licensing preferred.
- Minimum 15 years of proven experience in MEP design and construction, including HVAC, Plumbing, Fire Protection, Utilities, and Electrical systems.
- Strong experience managing complex and technically demanding construction projects.
- Proficiency in project planning and scheduling tools such as MS Project, Primavera P6, or equivalent software.
- Solid understanding of sustainable MEP design and energy efficiency practices.
- Strong technical foundation in engineering and design principles.
- Demonstrated leadership, team management, and coaching capability.
- Excellent communication, negotiation, and stakeholder management skills.
- In-depth knowledge of industry codes, standards, and regulatory requirements.
- Strong command of written and spoken English.
Additional Details
This role operates within the EPC market under the Estimating & Contracts business unit and reports directly to the Cambodia Area COO, with a functional reporting line to the Comin Khmere Managing Director. The position requires resilience, flexibility, and the ability to work under pressure in a fast-paced, multi-cultural environment while driving strategic planning initiatives and delivering results across multiple projects.
