Job Description:

The Finance Manager will oversee the finance function in Rwanda and support the Group Chief Financial Officer in financial management, reporting, compliance, and operational financial control.

Qualifications:
We are looking for a hardworking individual with strong accounting and financial knowledge and an undergraduate degree in Accounting, Finance, Economics, or a related field.

Position Purpose

To lead the organizations, finance function in Rwanda, ensuring strong financial planning and control, timely and accurate reporting, compliance with Rwanda statutory requirements, effective cashflow management, and robust internal controls to support operational delivery and strategic decision-making.

Key Responsibilities

1. Financial Management & Reporting

  • Lead month-end and year-end close processes and ensure accurate financial statements.
  • Prepare and review management accounts, variance analysis, and financial dashboards.
  • Ensure timely submission of internal financial reports.
  • Oversee chart of accounts maintenance and proper cost allocation by project/department.
  • Ensure all transactions are properly coded, supported, and posted in the accounting system.

2. Budgeting, Forecasting & Planning

  • Support annual budgeting and periodic forecasting processes with budget holders.
  • Provide financial modelling and scenario analysis to support planning and growth.
  • Track budget performance, identify risks and opportunities, and recommend corrective actions.
  • Support proposal budgeting and cost build-ups for new projects or initiatives.

3. Cashflow, Treasury & Banking

  • Develop and manage rolling cashflow forecasts and funding requests.
  • Oversee bank account management, payments processing, and cash controls.
  • Optimize working capital and ensure adequate liquidity for operations.
  • Manage foreign currency exposures and bank charges where relevant.

4. Controls, Compliance & Audit

  • Implement and maintain effective internal controls, segregation of duties, and approval workflows.
  • Ensure compliance with Rwanda tax and statutory requirements (e.g., PAYE, RSSB, VAT/WHT as applicable) and ensure timely filings and payments.
  • Coordinate internal and external audits and ensure timely closure of audit findings.
  • Maintain finance policies, SOPs, and documentation to support compliance and consistency.
  • Conduct periodic financial risk reviews and strengthen fraud prevention measures.
  • Ensure financial reporting and controls align with regulatory and reinsurance industry requirements where applicable.
  • Ensure readiness for regulatory reviews and financial inspections where applicable.

5. Procurement & Expenditure Oversight (Finance Side)

  • Review procurement requests, contracts, and commitments for budget availability and compliance.
  • Ensure proper management of vendor records, reconciliations, and payment terms.
  • Monitor expense quality, supporting documentation, and value-for-money considerations.

6. Team Leadership & Capacity Building

  • Manage, coach, and develop the finance team, including performance management.
  • Build finance capacity among non-finance staff (budget holders) through guidance and training.
  • Promote a culture of accountability, service orientation, and continuous improvement.

7. Systems & Process Improvement

  • Ensure effective use of accounting software or ERP systems and strengthen data integrity.
  • Improve processes for reporting, reconciliations, document management, and approvals.
  • Support digitization and automation initiatives to enhance efficiency and controls.

8. Decision-Making Authority

  • Approve payments within delegated authority limits.
  • Recommend budget reallocations where necessary.
  • Escalate financial risks or control issues to the Group CFO.

Key Deliverables

  • Timely and accurate monthly management accounts with variance commentary.
  • On-time statutory filings and clean audit outcomes with closed action plans.
  • Updated budgets and forecasts with reliable cashflow projections.
  • Strong reconciliations (bank, payroll, tax, receivables, and payables) completed monthly.

Required Qualifications and Experience

  • Bachelor's degree in finance, Accounting, Business, or a related field.
  • Professional qualification (CPA, ACCA, CIMA, or equivalent) preferred.
  • 5–8 years of progressive finance experience, with at least 2 years in a managerial role.
  • Strong experience in financial reporting, budgeting, cashflow management, and internal controls.
  • Experience working in Rwanda with knowledge of local tax and statutory requirements.
  • Experience in insurance, reinsurance, financial services, or other regulated industries is an advantage.

  • Strong Excel skills: experience with accounting systems or ERPs (e.g., QuickBooks, Sage, Navision, SAP, Dynamics, Odoo, etc.) is an advantage.
  • Ability to prioritize, meet deadlines, and manage multiple workstreams under pressure.
