About the role
The Chief HR & Administration Officer is responsible for leading the human resources function of the organization, creating and implementing HR strategies that support the organization's goals and objectives. This role supports in fostering a culture of excellence, inclusiveness, and innovation across the organization. The role is also accountable for delivery of effective Administration, Occupational Health and Psychology services to employees across the organisation.
Responsibilities
Strategic
- Develop and implement an effective HR strategy that aligns with the organization's goals while supporting the overall vision and mission of the organization.
- Manage the transformation of the HR function within the organisation ensuring an effective Service Delivery Model is activated through Employee Self Service projects, automation and Customer Relationship Solutions.
- Partner with senior leaders to develop and execute workforce planning and talent management strategies to ensure the organization has the right talent in the right roles at the right time.
- Champions an organizational culture that is inclusive and diverse to create a workplace where every employee feels welcomed, valued, and respected.
Operational
- Lead the HR team in developing and implementing best practices, policies, and procedures to support the organization's talent management, employee relations, and other HR functions.
- Oversee the design and execution of a comprehensive employee engagement program, including employee recognition and rewards, and development initiatives.
- Develop and implement programs and initiatives to foster a diverse, inclusive, and respectful workplace culture.
- Lead the development of performance management systems that drive performance, engagement, and career development for employees.
- Ensure compliance with all legal requirements and regulations related to HR and employee relations.
- Develop and manage HR budgets, forecasting, and reporting, ensuring efficient and effective use of resources.
- Evolve the HR reporting capabilility building up dashboards and regular reports that will give insight into the various HR metrics that will be indicators for action or showcasing successful projects.
- Ensure effective management of HR systems, technology, and data analytics to support the business needs of the organization.
- Effctively manage the Administration function while optimising both systems and resources to optimise speed and accuracy of delivery.
- Optimise the Occupational Health function ensuring that the organisation not only complies with best practice and regulations, but that an environment is created that will incorporate the function into both HR and Safety strategy.
- Leverage the Psychology function in the most effective manner driving new approaches to assessment both in Flight Operations and other divisions to gain insights, manage risks and drive psycological health.
- Perform other department duties related to his/her position as directed by the Head of the Division.
Management & Leadership
- Establish the department or teams objectives and priorities to align with and support business objectives.
- Regularly evaluate the department or teams objectives, plans, procedures and practices, and makes appropriate changes if needed.
- Oversee and supervise employees. Direct daily activities, recruit, train, develop and discipline to ensure a high standard of service delivery.
- Train and develop other employees, to ensure succession planning is in place.
- Commit to and contribute towards the development of Rwandan National talent, by coaching the Rwandan National developees, preparing them for a career with boundless potential.
Qualifications and Experience:
- Bachelors Degree or Equivalent with Minimum 15 years of job-related experience
Essential
- Minimum of 15 years experience of which at least 5 years in a senior/executive management position.
- Proven experience in managing a multi-functional HR team.
- Proven ability to design and implement innovative HR programs and initiatives that drive employee engagement, performance, and retention.
- Demonstrated experience in creating and executing HR strategies that align with organizational goals and objectives.
Preferred
- Experience in leading HR technology implementations and data analytics initiatives.
