Main purpose of Post:
The Office of the Prime Minister seeks a Senior Manager to drive the implementation and monitoring of key government policies and priorities, ensuring alignment with national goals. This high-impact role involves providing strategic direction, coordinating efforts across various sectors, and ensuring that priority initiatives are effectively delivered.
Role Responsibilities:
- Strategic Leadership and Planning:
- Drive alignment with national priorities by setting strategic direction and ensuring robust planning processes.
- Facilitate collaboration with ministries for planning, coordination, monitoring, and reporting, leveraging performance management tools to ensure accountability.
- Oversee the development of delivery plans, including setting targets, establishing trajectories, and defining leading indicators for effective progress monitoring.
Delivery Support:
- Prepare and manage key government routines, producing analyses, briefs, and actionable recommendations.
- Provide senior leadership with accurate, data-driven insights to enable informed decision-making.
- Support ministries in delivering priority initiatives, identifying bottlenecks, and facilitating regular problem-solving sessions.
Project Oversight and Risk Management:
- Lead strategic project delivery, ensuring priority projects remain on track.
- Identify and mitigate potential delivery challenges by collaborating with relevant stakeholders.
- Ensure alignment between policy implementation, data tracking, and national priorities, providing leadership with regular progress updates.
- Coordination and Stakeholder Management:
- Build and maintain strategic partnerships with ministries and implementing agencies to enhance alignment with national goals.
- Leadership and Management:
- Provide people-centered leadership to foster a motivated, high-performing, and collaborative team environment.
- Oversee staff performance, offering regular feedback, mentoring, and coaching to support professional growth.
- Ensure all deliverables meet the highest quality standards.

- Strong project management skills with a focus on delivery, including the ability to proactively identify risks, resolve bottlenecks, and keep projects on track.
- Exceptional ability to cultivate and maintain relationships with senior leadership, ministries, and external partners, ensuring smooth collaboration and information-sharing.
- Strong analytical skills with the ability to translate complex data into actionable insights for senior decision-makers, driving continuous improvement and performance management.
Knowledge of Monitoring and Evaluation practice
- Exceptional verbal and written communication skills, with the ability to deliver compelling presentations and articulate complex concepts to diverse audiences.
- Conversant with Government programmes and policies;
- Fluent in Kinyarwanda, English and/ or French; knowledge of all is an advantage
Desired qualifications and work experience:
- Master's Degree in Economics, Public Policy Management, Law or Public Administration, Business Administration, Corporate Governance, Economics, Finance or related field with at least 7 years of working experience preferably with 5 years at senior leadership level.
- Demonstrated success in leading strategic planning and implementation processes for large-scale, mission-driven organizations, preferably in the public sector.
- Extensive experience in managing teams, fostering collaboration, mentoring, and driving performance within high-impact environments.
- Experience managing complex projects, particularly in an administrative or government setting, with the ability to build trust-based relationships across all levels.
- Proven ability to analyze data and provide constructive feedback, maintain a positive attitude, and manage multiple priorities under challenging timelines.
